Description
The U.S. Environmental Protection Agency, Mid-Continent Ecology Division, 6201 Congdon Boulevard, Duluth, Minnesota, requires construction of a Wet Lab Water Recycle/Reuse Project. The General Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the project. The project consists of providing a new under floor drainage system to a duplex ozone/UV filtration system with discharge to return water to Lake Superior, discharge to the sanitary sewer or discharge to the lab for recycle usage. The General Contractor shall remove all dust partitions for phasing of the project and protection of the wet lab species and equipment. General contractor shall removal all existing room partitions in the wet lab, remove and replace all concrete flooring in the wet lab, install certain new dividing walls, remove/relocate and/or replace certain doors, install new floor tile and remove and dispose of all asbestos floor tile. The Plumbing Contractor shall install new under floor drainage system to the sanitary sewer and a separate under floor drainage system to a duplex ozone/UV filtration system. Ozone/UV filtration system shall be equipped with a backup pump to the sanitary sewer, a backwash pump for use with either filtration system, monitoring of the flow by certain flow meters, monitoring of PH/temperature at both discharges, usage of existing tanks as a storage system, pump level controller for monitoring of water level in the storage tanks and monitoring/operation of the ozone/UV filtration systems by the building automation system. The Electrical Contractor shall connect the new pumps; Duplex ozone/UV filtration system; PH/temperature, flow and pump level controllers; etc. to the existing emergency power distribution system. A firm-fixed price contract is anticipated. Contract award will be made using best value methodology. Two evaluation factors will be used: Past Performance and Price. The evaluation factors will be approximately equal in importance. The anticipated contract performance period is 8 months after receipt of notice to proceed. The estimated price of the work is under $440,000. All responsible sources may submit a proposal which will be considered by the Agency. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. The solicitation with specifications, drawings, and site visit information, will be released through the internet on EPA?s home page at www.epa.gov/oam/cinn_cmd/. The anticipated solicitation release date is approximately 15 calendar days after the electronic posting date of this notice. No hard copies of the solicitation will be provided.
