- NASA/GSFC has a requirement for Radio Jove Software/Firmware Development, and plan to issue a request for Quotation NG05122513Q to purchase this service from Radio-Sky Publishing in accordance with the requirements of FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. This procurement is for the design, development, and modification of Radio JOVE project software to adapt the project for the blind and severely visually impaired. Existing Skypipe software developed by Radio-Sky Publishing for operation of the Radio JOVE telescope and spectrographic display software for remote usage of the professional Radio JOVE telescopes is central to the participants in Radio JOVE. In order for the blind or visually impaired to be able to participate, it will be necessary for these software packages to be made usable to them. Radio?Sky Publishing has detailed knowledge of the existing telescope software and should be able to efficiently sonify the graphical output so that results could be monitored by the blind. There are not sufficient funds to develop these packages again from a beginning point. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time of the response date listed above. Such capabilities /qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
