Description
NASA/JSC is conducting a progressive competition to define, design, develop, and produce the Crew Exploration Vehicle. Phase I of this effort was a full and open competition for system requirements definition. Phase II will be for the design, definition, development, and production of the CEV. The initial phase solicitation was described in the March 1, 2005, FedBizOpps and on the NASA Acquisition Internet Service. The initial phase contracts were awarded to: Lockheed Martin Corporation, Space Systems Company; and Northrop Grumman Systems Corporation, Air Combat Systems on June 24, 2005. A progressive competition strategy will be used with down-selection of sources from the initial phase to determine the Phase II contractor. The competition for the Phase II will build on the results of the phase I, and the award criteria for the Phase II includes successful completion of the initial phase requirements identified below. Accordingly, NASA anticipates that only the Phase I contractors will be capable of successfully competing for the phase II. A new, formal solicitation will not be issued for the second phase. Instead, proposals will be requested from the initial phase contractors identified as a "Call for Improvement" (CFI). This will include detailed proposal preparation instructions and evaluation criteria. To be considered for the phase II award, offerors must demonstrate a design maturity equivalent to that of the initial phase I contractors. Such demonstration must include initial phase I deliverables upon which the phase II award will be based. Prospective offerors for the phase II other than the initial phase contractors will be provided all the material furnished to the initial phase I contractors necessary to submit a proposal. Failure to fully and completely demonstrate the appropriate level of design maturity may render the proposal unacceptable with no further consideration for contract award. NASA anticipates requesting proposals for the second phase on or about October 1, 2005 and proposals will be due 60 days thereafter. An ombudsman has been appointed -- See NASA Specific Note "B". Prospective offerors other than the phase I contractors shall notify this office of their intent to submit an offer no later than September 1, 2005.
