- The Air Force Research Laboratory, Information Directorate (IF), Rome Research Site (AFRL Rome), has a requirement for research and development, software enhancements and operations and maintenance for the Department of Defense (DoD) United States Forces Korea (USFK) and its subordinate commands (e.g. Eighth United States Army, 2nd Division, 501st Military Intelligence Brigade and Combined Forces Command (CFC)). The scope of this effort consists of systems technology development and operation and maintenance for intelligence, functional, operation and process analysis of sites, with substantially all performance in the Republic of Korea (ROK). Performance areas include intelligence, architecture development and implementation, intelligence information, communications technology analysis, database management, Command and Control Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR), design, development, integration, maintenance and training. This work includes software demonstrations, coding, specification development, user familiarizations and documentation, as well as updating, modifying and integrating hardware and software, system simulations, web design and networks for classified and unclassified systems. Anticipated deliverables include software, hardware, technical documentation and training. An Indefinite-Delivery, Indefinite-Quantity (I.D.I.Q.) contract with Cost Plus Fixed Fee (CPFF) - Completion type orders is contemplated, with an ordering period of sixty (60) months. The maximum contemplated ordering amount is anticipated to be approximately $49,999,000.00. The prime contractor and system integrators for this contract must have Top Secret SCI security clearances. Foreign participation is excluded at the prime contractor level. This effort is not set-aside for small business; full and open competition applies. The North American Industry Classification Systems (NAICS) code for this acquisition is 541710 and the size standard for small business is 500 employees. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). A technical library relating to the subject area of this acquisition is available for review by potential offerors at the Air Force Research Laboratory/IFEB, Bldg. 3, 525 Brooks Road, Rome, NY 13441-4505. Access to the library may be gained by contacting the Program Manager, James Maier, at (315) 330-3325 at least forty-eight hours in advance. The library contains sensitive technical data; therefore, prior to access being granted, respondents must submit a copy of an approved DD Form 2345, "Militarily Critical Technical Data Agreement," which certifies the respondent is on the Certified Contractors Access List (CCAL), along with a letter from the Data Custodian designated on that form, authorizing access by whomever will be reviewing the library, to ATTN: James Maier, Air Force Research Laboratory/IFEB, 525 Brooks Road, Rome, New York 13441-4505; e-mail: james.maier@rl.af.mil, or faxed to (315) 330-3913. The draft Request for Proposal (RFP) will be posted for review and comment by potential offerors on or about 29 Aug 2005 on the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. Potential offerors will be encouraged to submit comments and questions regarding the draft RFP to attention of Kelly Murer, via email at kelly.murer@rl.af.mil, to be received at a date TBD. Responses must reference the solicitation number, and contain the respondent's Commercial and Government Entity (CAGE) code, e-mail address, mailing address, and FAX number. The formal solicitation is expected to be released on or about date TBD 2005. Small businesses are hereby encouraged to consider forming joint ventures or teaming arrangements as a means of satisfying RFP requirements. Offerors registering their name either on the FedBizOpps or with the Contract Specialist should not conclude that they will receive a paper copy of the solicitation in the mail. Paper copies will not be available. The solicitation and any amendments thereto will only be available by downloading the documents from the FedBizOpps.
