Description
The Ministry of National Defence of the Republic of Lithuania intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the restoration of a runway at Siauliai military airbase in Lithuania. The estimated cost for execution of the works is approximately Euro 19.5 million (USD $24 million). Lithuania serves as the Host Nation for this project, which was fully authorized by the Infrastructure Committee under one-step bidding procedure. The reference of the Invitation for International Bid (IFIB/IFB) to be issued is 2AF 34003 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the reference ICB-LITHUANIA-2005-2AF-34003. The project is NATO UNCLASSIFIED. SCOPE OF PROJECT 1. Repairing of existing runway pavement, 280000 m2. 2. Concrete pavement for runway ends, 13500 m2. 3. Asphalt overlay in 45 m width, 144000m2. 4. Modifying taxiway connections. 5. Marking. 6. Modification of lightning system. 7. Drainage. Although it is planned to place contracts covering works/services as a whole, the tender call may provide for subdivision into separate lots. ELIGIBILITY Firms interested in competitive bidding are only eligible to compete if they have been properly screened and have been licensed to execute NATO contracts. Firms that do not have their place of business in one of the following NATO member countries are excluded from competitive bidding: Belgium, Bulgaria, Canada, Czech Republic, Denmark, Estonia, Federal Republic of Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Turkey, the United Kingdom, and the United States. This also applies to subcontractors and to members of combines. Interested firms must be nominated by their National Authorities with the required Declaration of Eligibility. REQUESTS FOR PARTICIPATION RECEIVED DIRECTLY FROM FIRMS CANNOT BE CONSIDERED. In addition, potential bidders shall not be entitled to claim any financial or other compensation, or any reimbursement for the costs, expenses or damages they may have incurred in connection with the participation in this international competitive bidding process. IMPORTANT DEADLINES 1. Final date for the U.S. Embassy in Vilnius to submit a Declaration of Eligibility (nomination letter) on your behalf: 5 September 2005. 2. Anticipated date that the Invitation for International Bidding (IFIB/IFB) will be issued and the required tender documents will be forwarded to those applicants accepted to the Bidder List (distribution of the Cahier des Charges): 26 September 2005. 3. The anticipated closing date for receipt of bids is scheduled for 23 December 2005. 4. The date considered for placing the order is 14 February 2006. It is specifically stressed that the dates concerning the period of performance, the IFB/IFIB issue date, the forwarding of the tender documents, and the submissions of bids shall not be deemed to be final, and the competitive bidding process might be delayed. CERTIFICATION THE U.S. DEPARTMENT OF COMMERCE DOES NOT SERVE AS THE CONTRACTING AGENCY FOR NATO PROJECTS. HOWEVER, ALL FIRMS WHOSE FACILITY IS LOCATED WITHIN THE UNITED STATES MUST BE CERTIFIED BY THE U.S. DEPARTMENT OF COMMERCE IN ORDER TO QUALIFY TO BID FOR THIS PROCUREMENT. The contracting entity is the Ministry of National Defence of Lithuania. Only firms that the U.S. Department of Commerce has certified as eligible will be allowed to bid. A Declaration of Eligibility (nomination letter) will be submitted on their behalf to the U.S. Embassy in Vilnius, which will in turn provide the Declaration of Eligibility to the contracting entity.
