- Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Central Region Acquisition Management Division (CRAMD), 601 East 12th Street, Room 1756, Kansas City, Missouri 64106. This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Request for Quote for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Great Lakes Environmental Research Laboratory, Ann Arbor, MI, to purchase a Underwater Nutrient Analyzer . This constitutes the only Request for Quotation (RFQ), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFP No. NRMAF000-5-05045. This is a small business set-aside. The NAICS code for this action is 334516. Size standard 500 employees. SECTION B - SOLICITATION CLAUSES AND PROVISIONS This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03. The line item(s) will be delivered or picked up in accordance with the specifications listed below. The FAR clauses incorporated into this acquisition, shall be: 52.212-4 Contract Terms and Conditions ? Commercial Items (Oct. 2003), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Apr. 2005) (Sections 5, 14, 15, 16, 17, 18, 19, 20, 23, 26, and 31 )52.247-34 F.O.B. Destination (Nov 1991) 52.211-9 Desired and Requied Time of Delivery- The Government desires delivery to be made according within 30 days after receipt of order. If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule, The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are also located in Section B: 1352.246-70 Inspection and Acceptance. The Contracting Officer or the duly authorized representative will perform inspection and acceptance of supplies and services to be provided under this contract at the Great Lakes Environmental Research Laboratory, 2205 Commonwealth Blvd, Ann Arbor, MI., 48105-1593. STATEMENT OF WORK Technical Specifications Under Water Nutrient Analyzer: Chemical Analyzer must include a Battery Pack, Guard Assembly, Transit Case, Accessory Set, Detector-Nitrate (N03/5 mm),and Detector-Phosphate (P04/10 mm). Underwater Nutrient Analyzer must operate at depths up to 100m. The system must measure Nitrate and Phosphate but later be capable of expanding to measure Silicate and Ammonium. The system must be capable of measuring all parameters while deployed under the water with the added capability of providing a data stream (RS-232) to allow data transmission. The equipment must meet or exceed the following specifications: Nitrate (uMol) - Ranges 0-10, 30, 60, 120, 300 - Sensitivity 0.05 - Precision 2% - operating time 6 mths ,Phosphate (uMol) - Ranges 0-1, 3, 6 - Sensitivity 0.06 - Precision 3% - operating time 2 mths ,Silicate (uMol) - Ranges 0-10, 60 - Sensitivity 0.06 - Precision 3% - operating time 2 mths ,Ammonium (uMol) - Ranges 0-10, 50, 100 - Precision 1% - operating time 4 mths, Power - 12VDC, 6 mth duration, Weight - less than 60lbs in air, Dimensions - less than 14 inches in diameter SECTION D ? FAR PROVISIONS The FAR provisions, located in Section D, that are hereby incorporated into this acquisition shall be: 52.212-1, Instruction to Offerors ? Commercial Items (Jan. 2005), 52.212-3 Offeror Representations and Certifications- Commercial Items (March 2005). Award will be made to the lowest priced offeror whose offer is responsive and responsible to the statement of work, and the terms and conditions of this Request for Quotation. SECTION E ? ADDITIONAL INSTRUCTIONS TO OFFEROR The Central Administrative Support Center (CASC), Acquisition Management Division (AMD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation. Certs and Reps should be returned with quotation.
