- DESC: Service Sources Sought to conduct a study on the effects on hurricanes on the distribution of Johnson?s Seagrass (Halophila johnsonii) The Central Region Administrative Division (CRAD), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries (NMFS) in St. Petersburg, FL intends to acquire services from the University of North Carolina at Wilmington, (UNCW) , Center for Marine Conservation in Wilmington, NC to examine the impacts of storm damage from hurricanes on Johnson?s seagrass. Johnson?s seagrass is a threatened species whose core population is located in the eastcoast of Florida. H.johnsonii occurs in areas highly influenced by changes in the environment especially extreme events such as hurricanes, which can greatly affect salinity, depth, clarity and color of the water. Determining how hurricane-inducted changes in salinity and optical characteristics of the water column might affect the distribution of Halophila johnsonii are critical to the preservation and recovery of this species. Recent field observations suggest that spectral-irradiance alterations related to water clarity may cause shifts in abundance and depth distributions of H. johnsonii and the co-ocurring conspecific H. decipiens. The UNCW, Center for Marine Conservation, has seagrass physiological ecologist and is the only known source with current research experience working on Johnson?s seagrass photophysiology and bio-optical properties of coastal waters. UNCW has conducted research on this species photophysiology in response to changes in light and salinity tolerance and has also conducted research on the optical properties of colored dissolved organic matter (CDOM) in coastal systems. UNCW is the only know source with researchers to accomplish this project. The government only knows of one source for this service the University of North Carolina, Center for Marine Science, Wilmington, NC. To be considered, firms must furnish detailed information concerning their capability to provide the service and satisfy the Government?s needs. Such information shall include, at a minimum, name, telephone number and address of concerns for whom you have furnished this service previously, and detailed narrative that described your facility and ability to provide this service. This notice is for a service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (7) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to University of North Carolina, Center for Marine Science, Wilmington, NC. The Central Acquisition Management Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN).
