Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-05-467, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-03. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), has a requirement to procure An Infinityplus 600 WB Solids NMR Console; Dual Fullband RF Syste, InifinityPlus; RF Attenuator Module, 3 and 4 Channel; InfinityPlus 3rd RF Channel, 20-300MHz; Additional User-Programmable Control; Console/Workstation Power Kit; Remote Status Module; Preamp/Filter Kit, 600 MHz, AMT 3200; Preamp/Filter Kit, 600 MHz, 1H/19F CMA; Sun Blade 1500 with 19-inch LCD Monitor Digital Color; PCI Ethernet Adapter Board; Automated MAS Controller, 200-500 MHz; Extended Range Variable Temperature Unit; Solids Upper Stack, 200-600 MHz WB and Directional Coupler Module, 3-channel, 100-800 MHz. The following Technical Requirements are required: 1) The spectrometer console must include three independent radiofrequency channels, covering frequency ranges of 20-600 MHz, 20-600 MHz, and 20-300 MHz; 2) Each radiofrequency channel must have fast frequency switching with <0.1 Hz resolution, fast phase switching with 1.4 degree or better resolution, and amplitude switching with at least 12 bit resolution over a range of at least 70 db. Switching times for frequency and phase must be less than 500 nanoseconds. Switching time for amplitude must be 1 microsecond or less; 3) The spectrometer console must include a receiver section with 14-bit analog-to-digital conversion and a sampling rate of at least 8 MHz, separate preamplifier units for each radiofrequency channel, and a three-channel directional coupler module; 4) The spectrometer console must include a Sun Blade 1500 computer for experiment control and data analysis, including a 19 inch LCD monitor, 80 GB or larger hard disk, 512 MB or larger memory, and all ports, peripherals, and interfaces required for communication with the radiofrequency and digital sections of the console; 5) The spectrometer console must include Spinsight software for experiment control, pulse programming, and data analysis; 6) The spectrometer console must include a sample spinning speed controller compatible with existing solid state NMR probes manufactured by Varian, including probes with serial numbers 7255 and 7143. The speed controller must interface to the Sun Blade computer and Spinsight software; 7) The spectrometer console must include a variable temperature controller and temperature stack compatible with existing solid state NMR probes manufactured by Varian, including probes with serial numbers 7255 and 7143. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercials Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotations, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
