- The National Cancer Institute (NCI), Division Cancer Biology (DCB), plans to procure on a sole source basis, continuing repository of and housing services for the project entitled: ?Chemical Carcinogen Reference Standard Repository,? commonly referred to as the ?NCI Repository? with Midwest Research Institute, 425 Volker Boulevard, Kansas City, MO 64110. The North American Industry Classification System Code is 541710 and the business size standard is 500 employees. The supplies and services herein are commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the simplified acquisition procedures stated in FAR Part 13. The project, referred to as the NCI Repository, has been operated by the NCI since the late 1960?s. Currently there are over 1,300 chemical carcinogens, chemopreventive agents, chemical biomarkers, molecular epidemiology standards and chemical metabolites, which are housed, maintained and distributed to NCI researchers through the NCI Chemical Carcinogen Reference Standard Repository program, via Midwest Research Institute. Midwest Research Institute provides and maintains the Chemical Carcinogen Repository for the NCI to ensure a high level of purity and provides current data analysis for these compounds. The level of purity attained by the NCI Repository is 98 percent or more and is guaranteed. Midwest Research Institute has an established, dedicated facility which was designed and operates in conformance with OSHA and Environmental Protection Agency (EPA) regulations as well as national and local codes. Midwest Research maintains a computerized inventory system to assure the accessibility to and accountability for all materials received, stored, and transported and provides monthly status reports to the NCI repository program. Midwest Research Institute is the only source known to the NCI that has as established repository of the aforementioned compounds, for the NCI program. It is imperative that Midwest Research Institute continue to provide and house these compounds. Changing variables at this time will be detrimental to the NCI Chemical Carcinogen Repository program. Period of Performance: Six months upon issuance of award. This is not a solicitation for competitive quotations. However, if any interested party believes that it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 1:00 PM EDT (local Washington, D.C. time) on August 22, 2005. It is the vendor?s responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
