Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses that are in effect through the July 2005 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-04. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 561410 with a small business size standard of $6.0 million. The National Library of Medicine (NLM) is charged with preserving biomedical literature. The main method for preserving deteriorating materials is to reformat them. This procurement covers the preparation of volumes to be microfilmed or scanned and the preparation of audiovisuals to be duplicated. Work under this purchase order will be performed on site at NLM in Bethesda, MD. Preservation and Collection Management (PCM) intends to prepare about 2,250 brittle volumes for filming in the base year. PCM intends to begin preparing brittle volumes for scanning during the base year, funding permitting. For volumes being reformatted, the Contractor shall: 1) Perform page-by-page collation including identifying missing pages/issues and bibliographic anomalies; 2) Produce bibliographic and irregularities targets; 3) Program microfilm reels; 4) Create/update bibliographic, holdings, and item records in the online catalog; 5) Track the status of each physical piece throughout the preparation process using tracking and circulation systems; 6) Ship materials to an offsite filming facility; and 7) Check-in return shipments. PCM intends to duplicate about 1,430 audiovisuals in the base year. For AVs the Contractor shall: 1) Create/update bibliographic, holdings, and item records in the online catalog; 2) Perform preparation tasks such as making shipping lists and charging/discharging items in the circulation system, as requested. The purchase order term will be September 30, 2005 through August 29, 2006 with options for four (4) successive one-year periods. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212 1, Instructions to Offerors Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212 3, Offeror Representations and Certifications Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212 4, Contract Terms and Conditions Commercial Items; FAR 52 212 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Request for Quotations (RFQ) Number NLM-05 172-UHP will be available on or about August 29, 2005.
