Description
This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ# 0202013, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-04. This solicitation is under Simplified Acquisition Procedures (SAP). The North American Industry Classification System Code is ---- and the business size standard is 500 employees. This contract action will result in a Firm-Fixed price - Brand Name or Equal, one-time buy, all or none. The Government intends to acquire competitive prices on the following items with Edax Inc. Model PV8870/00 Eagle 3 XXL-u-Probe Elemental Analyzer system with Extra Large Chamber including: XXL Spectrometer Std Stage (110-120 volts), XXL Spectrometer (110-120 volts)(1 ea.); Model PV8662/10 Eagle Image and Display (32bit)(1 ea.); Model PV8652/20 Vision (32-bit) Spectral Mapping (1 ea.); Model PV8652/50 Eagle Vision (32-bit) Lscan Software (1 ea.); Model PV8504/08 Cylindrical Capillary 300um (1 ea.); Model PV8504/23 1.0mm Collimator (1 ea.); Model PV8504/43 Rh 50kV Microfocus X-ray tube (1 ea.); Software: The system shall be supplied with software with the minimum capabilities: a. Stage control, b. Video magnification control, d. Sample positioning via mouse or other appropriate means, d. The spectrum will be displayed in real time, e. The software will include KLM element position markers which can be selected manually. The software will include an elemental auto ID routine, g. The software will be capable of peak normalization, auto and manual background subtraction, and peak intensity calculations (gross and net), h. A Fundamental Parameters based routine shall be included and shall be capable of standardless and single standard Quantitation, i. Quantification using multiple standards via the Lucas-Tooth Pyne algorithm or another generally accepted algorithm shall be provided, j. Automated analysis of single and multiple preselected points on a sample will be possible, k. The system software shall an elemental line scan capability with the ability to randomly select the line orientations, m. The software shall include a spectral mapping capability. The maximum pixel resolution of such maps shall not be less than 512 X 400. The individual spectra associated with each pixel shall be available on user command, n. Software for the storage and display of maps and images shall be provided. A preview mode of stored images shall be included and shall be capable of displaying at least forty such previews at a time, o. The software shall include a detector calibration routine. P. The software shall permit computer control of all important instrument parameters; Computer Hardware Requirements: 1. System shall include dual Pentium IV 3.0GHz processor (or faster), 2. A minimum of 512MB of RAM, 3. Graphics accelerator suitable for the software requirements of X-ray mapping and image display, 4. 48X CD-RW drive, 5. Windows XP operating system, 6. 80 GB hard drive or larger, 7. 17 inch or larger Flat Panel LCD Monitor, 8. 120 volt, 50/60HZ operation, 9. Color inkjet printer, 10. A standard keyboard, all required cables and any other items required for the systems operation shall be included; Other Requirements: Because of the unique nature of the radiography requirements of the FBI laboratory, all prospective vendors must provide pre-award access to a demonstration system in order to be considered for this contract. The purpose of this is to verify the suitability of the proposed spectrometer for all of its intended uses. The above characteristics are intended to be descriptive, but not restricted. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in the announcement. If the vendor proposed to furnish an equal product the brand name if any, of the product to be furnished shall be inserted on the proposal. The evaluation of the quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To ensure sufficient information is available, the vendor must furnish as a part of his quotation all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. If the vendor proposed to modify a product so as to make it conform to the requirement of this announcement he shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. A standard commercial warranty is required. All proposals shall be submitted to the address listed on line number seven no later than 1:30 P.M. EDT, 08/25/05. All proposals shall be clearly marked with RFQ# 0202013.
