Description
Program Organization: Contractor will provide an Illinois State-approved Certified Nurse?s Assistant Training program. The curriculum will meet or exceed State requirements for Nurse?s Assistant certification and will incorporate use of Department Of Labor (DOL)-approved Training Achievement Records (TARs) to document student training. The program will consist of theoretical and practical on-Center training of students as well as clinical training at Contractor facilities in the Joliet area. Classroom and clinical instruction and supervision will be provided through lectures, quizzes, tests, activities, videos, skills practice, evaluation and a Clinical Practicum. A class will consist of a minimum of twelve (12) students. Classes will be offered five (5) times per year. Classes will be six (6) weeks in length. Forty (40) hours of supervised training for clinicals will occur at Contractor facilities. Classes will operate Monday through Friday from 7:45 AM until 4:45 PM. Clinical experience will occur on Friday from 7:30 AM until 3:30 PM. OBLIGATIONS OF THE PARTIES: Contractor HealthCare Responsibilities: 1. Provide instruction for the CNA program, to include completion of the foundation and CNA TAR. 2. Provide State-certified instructor to train and supervise enrolled students. On-Center supervision of Contractor staff will be provided by the Center?s Business & Technology Vocational Center Manager. Contractor will designate a liaison to coordinate the program with the Business & Technology Vocational Center Manager. All on-Center Contractor staff will abide by the same rules and regulations as Center personnel. The Center reserves the right to request the removal of any Contractor staff. 3. Secure the clinical site for students training for clinical hours. 4. Provide transportation from the METRA training station to the clinical site. 5. Contractor Instructors will be required to supervise, monitor and control student behavior, attend all student progress evaluation meetings, participate in required Center meetings and functions and maintain a neat, orderly classroom at all times. 6. Make every effort to hire students who successfully complete the program and assist the Center in reaching its placement goals of 95% of CNA enrollees. 7. Provide paid work-based learning opportunities to students during the clinical portion of their training. Payment will be at minimum wage or higher. 8. Attempt to reach an annual completion/graduate rate of 70% of the students enrolled. 9. Regularly demonstrate to and advise students on the value of good work habits and attitudes for success in the vocational field. 10. Keep records of student attendance, progress and instruction. 11. Maintain a record of each student?s progress each training week on a TAR (Training Achievement Record) provided by the Center and required by the USDOL to establish competency. 12. Complete documentation required for Certification upon completion of training. 13. Provide all Job Corps students, who are legally Federal employees for occupational safety and health purposes, with safety and health protection which shall be at least as effective as that which is required under the Occupational Safety and Health Act of 1970 (29 USC 0 and Code 29 of the Code of Federal Regulations (CFR) parts 1910, 1926 and 1960). 14. Not discriminate against any Job Corps student, employee or applicant, regarding race, gender, religion, color, national origin or handicap in connection with the performance of work under this Subcontract. Joliet Job Corps Center Responsibilities: 1. Screen and refer students it considers to be qualified candidates for the CNA course to Contractor. The Center will conduct targeted outreach and admissions services designed to attract and recruit qualified applicants for the program. 2. Enroll a minimum of 12 students per class. 3. Provide a pre-CNA Health Care program (Pharmacy Tech foundation course). Pre-CNA students will be those students that are performing below an eighth grade comprehension level. 4. Provide student meals, textbooks, uniforms, a stethoscope and all required on-Center training supplies. 5. Pay testing fees for State Board/CNA Certification. 6. Provide equipment needed for the trade (e.g., hospital beds, bed rails, patient lifts, mannequins, wheel chair, etc.). 7. Provide on-Center classroom space and furnishings, instructional materials and supplies, utilities, telephones and maintenance services. 8. Provide student transportation to the METRA training station. 9. Provide student counseling, behavior management and pre- and post- graduation services. 10. Provide training to Contractor staff.
