Description
This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Request for Quotation is being issued by the Federal Highway Administration's Simplified Acquisitions Department with the intent to procure 3 workshop-oriented seminars teaching Project Management based upon Project Management Institute (PMI) concepts. This announcement constitutes the only solicitation; Firm-Fixed Price quotes are being requested and a written solicitation will not be issued. This solicitation is unrestricted. The North American Industry Classification System (NAICS) code is 611430 with a size standard of $6.0m. Training will be conducted at the following location: Federal Highway Administration, Western Federal Lands Highway Division, 610 East Fifth Street, Vancouver, WA 98661. All workshops to be completed no later than November 16, 2005. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming with the solicitation will be most advantageous to the Government. See Clause 52.212-2, below, for evaluation criteria. Solicitation No. DTFH70-05-Q-0027, Request for Quotation (RFQ), is prepared in accordance with FAR Part 12, the acquisition of commercial items in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-5. It is the contractor's responsibility to be familiar with applicable clauses and provisions. FAR Provisions and Clauses may be viewed and/or downloaded from http://www.arnet.gov/far/. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) (website: http://www.ccr.gov/), or be registered prior to receiving award: (888) 227-2423. Once this combined synopsis/solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Description of requirement: Teach three workshop-oriented seminars targeting the understanding and practice of Project Management Institute (PMI) project management concepts within a balanced Project Manager based Matrix organization. All three workshops to incorporate WFLHD terminology, practices and organizational make-up in the material. Workshop No. 1, half-day (4 hours) duration. Target Audience: WFLHD Leadership and Branch Team Leaders, approximately 10 attendees. Present an executive briefing targeting the understanding of PMI project management concepts within a balanced Project Manager based Matrix. Workshop No. 2, 2 days (16 hours) duration. Target Audience: Functional Managers and Project Managers, approximately 20 attendees. Train the attendees to understand managing the process of Project Management and managing the people who work on projects. The workshop should be highly interactive through discussion, presentation, class participation, and team exercises. Conceptual goals of the workshop to include: Overview of PMI project management concepts within a balanced Project Manager based Matrix organization utilizing WFLHD terminology, practices, and organizational make-up. Including the phases of Project Management; Learn Project Manager, Functional Manager, and Project\Functional Team Member roles and responsibilities within the Project Teams and the Functional Teams. The global roles and responsibilities used in WFLHD will be supplied information; Learn Project Manager, Functional Manager, and Project\Functional Team Member support needs; Learn and practice roles and responsibilities using the project RASIC Matrix guide. The major tasks defined with using the RASIC matrix used in WFLHD will be supplied information; Learn and practice issue resolution, risk management, and change management. Workshop No. 3 (Two identical sessions), 1-day (8 hour) duration each. Target Audience: WFLHD Project Development Staff, approximately 25 attendees each session. Train the attendees to understand the process of Project Management based upon PMI concepts using WFLHD terminology. The workshop should be highly interactive through discussion, presentation, class participation, and team exercises. The workshop is to include, an overview of PMI project management concepts within a balanced Project Manager based Matrix organization, including the phases of Project Management, team member roles, and responsibilities. Meet, at least two weeks prior to the workshops, with approximately four WFLHD staff members actively involved with developing projects, to interview/gain an understanding of current and future WFLHD structure, project development, and project management practices. Incorporate WFLHD terminology, practices and organizational make-up into course material. Quote should include all cost necessary to perform the work specified in this solicitation. Vendor to furnish all course handouts and materials for attendees ( approximately 80 total), with 3 additional copies of workshop materials and handouts for each workshop. THE FOLLOWING FACTORS SHALL BE USED TO EVALUATE OFFERS: Outline of course content; Past performance to include recent and relevant contracts teaching PMI concepts with contact name and phone numbers; cost. Offers limited to a maximum of six, 8 ? x 11, pages. Submit three copies. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Transportation Acquisition Regulations Provision and Clauses 1252.237-71 Certification of data (MAY 2005) NOTICE: The Secretary of Transportation has determined that this certification shall be retained in accordance with Section 4301(b)(1)(B)(i)(II) of the Federal Acquisition Reform Act (Public Law 104-106, 41 U.S.C. 425, note) and DOT Memorandum dated July 17, 1996. This prohibition extends to unsolicited oral comments, distribution or sales of written materials, and/or sales of promotional videos or audio tapes. The contractor agrees to insert this clause in its subcontracts.
