- The VA Eastern Colorado Healthcare System (ECHS), located in Denver, Colorado is seeking the services of qualified Architectural Engineering (A/E) firm to provide design through construction period services to upgrade existing nursing home facilities to a more home-like atmosphere. The selected A/E firm shall provide all technical services including architectural, interior design, mechanical, electrical and structural engineering as may be required. The project includes developing patient care wings into a neighborhood theme with unique interior design such as coordinating window valences, privacy curtains, bedspreads, artwork and signage. Work also includes replacement of all patient room sinks, counter and paper towel dispensers, replacement of all flooring, ceilings, bumper rails and new paint throughout the facility; interior design of family room, day rooms and craft area to include furniture layout and selection of new furniture and art from Government sources, automatic door operator, replacement and addition of benches at the main entrance, new gazebo with associated landscaping, new smoking shelter with enclosed walkway. The existing smoking shelter shall be converted into recreation therapy area with private offices. Work in the main dining room includes new lighting fixtures, curtains, plants and cabinets. Shower rooms and tub room shall have new curtains and cabinets, a section of the tub room shall be partitioned for storage. Other spaces shall be modified for improved patient care. The selected A/E firm shall incorporate into their design utility connections for a new computer, oven and other equipment and all fire protection modifications and/or additions The estimated construction range is between $250,000 and $500,000. Selection criteria include in descending order importance: (1) specialized experience of the firm, both prime and consultants, in design and construction in a Medical Center and Nursing Home/Rehab environment; (2) professional qualifications of the firm?s staff and consultants assigned to the project; (3) interior design experience in Medical Center and nursing home environments with specific needs of geriatric patients; (4) experience working on Government and/or VA projects; (5) geographical location of the firm within a 100 mile radius of the ECHS, Denver, Colorado; (6) ability of the firm to begin the work within 30 days of award of the contract; and (7) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms are required to submit two (2) recent completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown above no later than 4:00 p.m. (Mountain Time), Friday, September 9, 2005. Solicitation 259-200-05 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. This is an unrestricted acquisition under NAICS Code 541310 with a Business Size Standard of $4.0 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
