Description
The following questions were received from an interested party. Response follows. NOTE: RFQ due date remains the same. Q1. Regarding solicitation W74V8H-05-T-0232, in reading the RFQ factor 3, past performance, it seems there is a requirement that the offerer has produced similar documentations on the same subject of eye witness testimonials to regime atrocities and repre ssion in Iraq. Are offers from documentary film companies without such specific experience going to be equally evaluated and encouraged for submission A1. The selection of a successful offeror for any contract resulting from this solicitation will be based upon a judgment of 'best value'. As such, documentaries and eye witness testimonial gathering in general is qualifying experience and a record of pa st performance; however, offerors with specific experience and past performance applying this general qualifying record in Iraq, and with Iraqi witnesses would logically merit more weight than an offeror that does not have such pointed Iraqi experience and past performance. Q2. Has there been past contracts for this work, and if so is this a related project to a past contract? If so, are there offerers the government is anticipating will provide this work based on past contract work? A2. Yes. This is a full and open competition, and all offerors are afforded an equal opportunity to compete. There has been one predecessor contract for the same work. The Government anticipates that competition for these requirements exists. Q3. How will eye witness interviews be coordinated? Will there be government personnel working with the production company to arrange and coordinate filming locations and interview subjects? A3: The conduct of all work for these requirements will be performed by the successful offeror, and will be as planned by the offeror, and as contained in his technical proposal. The Government will not provide production support. Q4. Is transportation for the film crew the sole responsibility of the contractor both to and from Iraq and for getting around once in Iraq? A4. Yes. Q5. Is the contractor responsible for their own security while in Iraq? A5: Yes.
