Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes ar e being requested and a written solicitation will not be issued. The solicitation number is W9124V-05-T-0018 and is issued as a Request for Quote (RFQ). The NAICS code is 336413 and the size standard is less than 1000 Employees. This request is a hundre d percent set a side for small business concerns. The solicitation document and incorporated provisions and clauses are those in effect though Federal Acquisition Circular 2005-05, Effective 27 Jul 2005 & Class Deviation 2005-o0001. Offerors shall propos e a fixed price for: (1) blade balancing equipment; (2) shipping (FOB destination); and (3) installation and training. Delivery will be to the Montana Army National Guard Aviation (3333 Skyway Drive, Helena, Montana). The 189th Aviation Battalion has a r equirement for a computerized piece of equipment that can assist maintenance personnel to balance tail rotor blades on UH-60 aircraft. The computerized blade balancing system shall have a self-calibrating function, position sensors for blade balancing, a blade positioning dolly, a computer display, and thermal printout capability to accurately measure the blades span moment, chord moment and weight and provide recommended weight adjustments that will return the blade to the original equipment specificatio ns. The manufacturer shall also install the equipment on site and provide 16 hours (two days) of on-site training to four (4) members of the 189th. The provision of FAR 52.212-3 and 52.212-3 Alt I, offeror Representations and Certifications-Commercial It ems (July 2003) applies to this RFQ. 52.212-3 and 52.212-3 Alt I, the clause needs to be completed and a signed copy of this provision shall be submitted with any offer. 52.212-2, Evaluation, Commercial Items (January 1999). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical Capability and Past Performance. Technical capability and past performance, when combined, are significantly more important than cost or price. Vendors are requested to submit past performance information to include persons of contact on their last two contracts for similar products.
