Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. GovWorks is issuing this solicitation on behalf of the Marines-TECOM Technical Division, Quantico, Virginia. This requirement is for an analysis of the Global Mapper software and its ability to provide geo-specific 3D terrain models for use in Virtual Battle Simulations, utilizing NGA source data (elevation, culture data and imagery). Requirement shall be firm-fixed price. SUBMISSION REQUIREMENTS Your offer MUST cite the appropriate Schedue tax identification number (TIN) and Dun & Bradstreet Number (DUNS), North American Industrial Classification System (NAICS) and Standard Product Code. Please ensure that your firm is CCR Certified (http://www.ccr.gov). TECHNICAL QUOTE (Volume 1a) Offerors shall provide a technical quote that includes the following three general areas: A. Management Approach and Technical Capabilities, B. Personnel Qualifications, and C. Organizational Experience (1) Discussion of the background, objectives, and work requirements of the statement of work as analyzed by the offeror, (2) Discussion of proposed methods and techniques for completing each task, (3) Discussion which supports how each task will be evaluated for full performance and acceptability of work from the offeror's viewpoint, (4) Discussion of any anticipated major difficulties and problem areas, along with potential recommended approaches for their resolution, and (5) Discussion on major logistical considerations. The Offeror must define their management and technical approach that satisfies the requirements defined in this document. Please include a (1) staffing plan and (2) resumes for key personnel and (3) a description of your current personnel resources for this, which addresses their capabilities and experience relating to the attached Statement of Work and (4) A Quality Assurance Plan. At a minimum, this section of the quote must include: " Organizational Structure (Org chart and resource headcount required to support the requirement) " Identification of roles and specify responsibilities for each role " Definition of the primary skill set required for each role " Description of resource planning processes and procedures to support the changing needs of the environment " Description and definition of management methods and processes for all types of support activities " Description of resource training, skills development and certification approach " Description of management and status reporting approaches " Resumes and letters of commitment are required for all proposed staff. Resumes should be limited to three pages and must include the proposed labor category for the individual. PAST PERFORMANCE (Volume 1b) " The Offeror shall identify three (3) contracts/task orders with the Federal Government and/or commercial customers that demonstrate recent and relevant past performance. Recent is defined as within the last three years. Relevant is defined as work similar in complexity and magnitude of the work described in this Statement of Work. Include the following information: " Project title " Description of the project " Contract number " Contract amount " Government Agency/Organization " COTR's name, address, and phone number " Contracting Officer's name, address, and phone number " Contract and, if applicable, task order number " Current status, e.g., completed and/or if in progress, start and estimated completion dates " Dollar value and type of contract " Name of company being referenced " SOW paragraphs that the reference applies to " Key personnel (please highlight those individuals who worked on the relevant project(s) and are also being proposed for this effort.) " A brief narrative of why you deem the reference to be relevant to this effort The Government may also consider information obtained through other sources. Past performance information will be utilized to determine the quality of the contractor's past performance as it relates to the probability of success of the required effort. PRICING QUOTE (Volume 2) Your cost quote shall be a separate volume from your technical quote. The cost quote is to be submitted as a Firm Fixed Price quote. The Offeror must identify the labor category(s) to be utilized for this effort, a description of the skills and experience per category, and the hourly rate(s) proposed, and any other proposed associated costs, for calculating the proposed cost for this effort. Subcontractor rate information shall also be included, if applicable. List all other direct costs necessary for the performance of this task order. Price quotes shall include the following: 1) An estimated price for each task (per year of effort), tasks organized into the proposed organization structure. 2) All other costs and the reductions or rebates offered. EVALUATION Quotes will be reviewed and evaluated in accordance with the evaluation criteria identified below: The first three technical factors: A. Management Approach and Technical Capabilities, B. Personnel Qualifications, and C. Organizational Experience are of equal importance and when combined are more important than Past Performance. Past Performance is as important as Price. Sub-factors listed under each factor are of equal importance to each other. TECHNICAL QUOTE (Volume 1a) A. Management Approach and Technical Capabilities 1. Understanding of the work, including creativity and thoroughness shown in understanding the objectives of the SOW and specific tasks, and planned execution of the project. 2. Evidence of specific methods and techniques for completing each discrete task, to include such items as quality assurance, and customer-service as detailed in the Quality Assurance Plan. 3. Ability to address anticipated potential problem areas, and creativity and feasibility of solutions to problems and future integration of new processes and technology enhancements. 4. Degree to which the offerors quote demonstrates an understanding of logistics, schedule, and any other miscellaneous issues in which the Government should be aware. 5. Quality and effectiveness of the allocation of personnel and resources. 6. Contractor's ability to provide an independent, unbiased analysis of the Global Mapper Software B. Personnel Qualifications 1. The currency, quality and depth of experience of individual personnel in working on similar projects. Similar projects must convey similarity in topic, dollar value, workload, duration, and complexity. 2. Quality and depth of education and experience on other projects which may not be similar enough to include in response to B.1. (Immediately above) but may be relevant. 3. The currency, quality and depth of how the Project Director will supervise and coordinate the workforce. C. Organizational Experience 1. Evidence that the organization has current capabilities; and for assuring performance of this requirement. Evidence of supporting subcontractors, consultants and business partners will be considered. 2. Appropriate mix and balance of education and training of team members. TECHNICAL QUOTE (Volume 1b) D. Past Performance 1. The organizations history of successful completion of projects; history of producing high-quality reports and other deliverables; history of staying on schedule and within budget. 2. The quality of cooperation (with each other) of key individuals within your organization, and quality of cooperation and performance between your organization and its clients. 3. The organization's specific past performance on prior similar efforts specified within this SOW. PRICE QUOTE (Volume 2) E. Price/Cost Technical Factors are more important than cost or price. Selection of the firm to perform this task order will be based on the Government's assessment of the best overall value. Statement of Work for " GEOSPECIFIC TERRAIN MODELING FOR GAME ENGINES " 11 August 2005 BACKGROUND. The USMC is seeking contractor support to conduct a one time independent, unbiased analysis of Global Mapper software and its ability to provide geo-specific 3D terrain models for use in Virtual Battle Simulations (VBS) 1, utilizing NGA source data (elevation, culture data, and imagery). VBS-1 is currently utilized for stand-alone and local network training of individuals and small units but is restricted to geo-typical and proprietary terrain models. The Technology Division for the Marine Corps Training and Education Command is considering ways in which to provide geo-specific terrain models for all virtual simulations. Therefore an analysis which identifies proprietary issues for current game engines (VBS-1 for the purpose of this analysis) and the issues with interfacing geo-specific terrain models produced from COTS/GOTS tools (Global Mapper for the purposes of this analysis) is desired. Proposals shall be submitted to me by e-mail to shelly.parker@mms.gov. 1. OBJECTIVE. The objective of this Statement of Work (SOW) is to provide USMC Training and Education Command with an analysis of 3D terrain produced by Global Mapper tools to be utilized in VBS-1. 2. SCOPE OF WORK and TASKS. Provide a written analysis in MS Word format identifying the input data VBS-1 needs/can accept and the data NGA can provide. The report will also examine the capability of the GM application to convert NGA data into the formats usable by VBS-1. This will include investigating other COTS/GOTS applications, such as Terrex Terra Vista Pro, and ESRI products, that can do the necessary data format conversions. The vendor must evaluate the applications to determine if they are suitable for use by an operator with no formal training other than training offered with the mapping tools. For instance, an individual who has learned certain mapping basics such the meaning of raster, vector, datum, and projection and can perform simple tasks with mapping software. The report must address the following: a. Review and analyze the VBS1 application and documentation to determine its mapping data requirements and limitations. b. Review and analyze NGA source data. c. Summarize, document and submit to TECOM the information learned about the VBS1 application and NGA data. d. Review and analyze the GM application and documentation to determine GM's capability to process NGA data and output data in the formats required by VBS-1. e. If GM was found acceptable in the previous step, test it using NGA data and VBS-1 to determine if (1) it performs as advertised and (2) its ease of use is suitable for its intended TECOM role and users. f. Review information on other gaming software with an emphasis on applications the government has developed or already has the right to use to determine if those applications can perform the desired conversions. g. Review information on other mapping software with an emphasis on applications the government already has the right to use to determine if those applications can perform the desired conversions. h. Make recommendations to the government for performance parameters (technical language) necessary for future game engines to utilize geo-specific terrain adequate to build a technical specification with no proprietary issues. 3. The contractor shall purchase a fully functional version of GM software and documentation in the amount of $219.00 online. This cost shall be included in contractors' firm-fixed price proposal. Upon completion of this requirement, the contractor shall return this software and documentation back to the Government. 4. The contractor shall be provided by the Government fully functional and documented versions of VBS1, samples of NGA data (e.g. raster and vector map data) that are to be converted to for use with the VBS1. Upon completion of this requirement, all licenses and software shall be returned to the Government. 5.Travel. Travel shall be required to TECOM at Marine Corps Base Quantico in order for the contractor to get VBS1 software, documentation, NGA data and to meet with NGA employees to gather data. No other travel is anticipated. All travel costs shall be included in the contractor's firm-fixed price proposal in accordance with the Federal Travel regulations. 6. Security. No security clearance is required. 7. Period of Performance. Four weeks after date of award. 8. Place of Performance. The evaluation will be conducted at the contractor's facility. 9. Deliverables. The contractor shall provide one final report in accordance with numbered paragraph 2 sections (a-h) above. Final inspection and acceptance of all work performed, reports and other deliverables will be performed at the place of delivery by the COTR. 10. General Acceptance Criteria General quality measures, as set forth below, will be applied to each work product received from the contractor under this statement of work. Accuracy Work Products shall be accurate in presentation, technical content, and adherence to accepted elements of style. Clarity Work Products shall be clear and concise. Any/All diagrams shall be easy to understand and be relevant to the supporting narrative. Consistency to Requirements All work products must satisfy the requirements of this statement of work. File Editing All text and diagrammatic files shall be editable by the Government. Format - Work Products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow any specified Directives or Manuals. Timeliness Work Products shall be submitted on or before the due date specified in this statement of work or submitted in accordance with a later scheduled date determined by the Government. 11. Quality Assurance The COTR will review, for completeness, preliminary or draft documentation that the Contractor submits, and may return it to the Contractor for correction. Absence of any comments by the COTR will not relieve the Contractor of the responsibility for complying with the requirements of this work statement. Final approval and acceptance of documentation required herein shall be by letter of approval and acceptance by COTR. The Contractor shall not construe any letter of acknowledgment of receipt material as a waiver of review, or as an acknowledgment that the material is in conformance with this work statement. Any approval given during preparation of the documentation, or approval for shipment shall not guarantee the final acceptance of the completed documentation. 12. ADMINISTRATIVE CONSIDERATIONS 1. Correspondence. To promote timely and effective administration, correspondence shall be subject to the following procedures: Technical correspondence (where technical issues relating to compliance with the requirements herein) shall be addressed to the Contracting Officer's Technical Representative (COTR) with an information copy to the Contracting Officer (CO) and the Contract Administrator (CA). All other correspondence, including invoices, (that which proposes or otherwise involves waivers, deviations or modifications to the requirements, terms or conditions of this SOW) shall be addressed to the Contracting Officer with an information copy to the COTR. 2 . Points of Contact Contracting Officer's Technical Representative (COTR) The Contracting Officer's authorized technical representative, for this effort is as follows: Major Luis Velazquez TECOM Technology Division 3300 Russell Road Quantico, VA 22134-5001 (703) 784-2964 luis.velazquez@usmc.mil The COTR is the individual within the Program Management function who has overall technical responsibility for this effort. The COTR supports the CO/CA during administration of this effort by: Making final decisions regarding any recommended rejection of deliverables; Providing technical clarification relative to overall workload matters; Providing advice and guidance to the Contractor in the preparation of deliverables and services; providing acceptance of deliverable products to assure compliance with requirements. The COTR also provide technical direction to the Contractor, i.e., shifting work emphasis between areas of work; fills in details, or otherwise serves to accomplish the purposes of this effort. Technical direction shall be within the general statement of work for this effort. The COTR does NOT have the authority to and may NOT issue any technical direction which: Constitutes an assignment of work outside the general scope of this effort; Constitutes a change as defined in the "Changes" clause; In any way causes an increase or decrease in cost or the time required for performance; Changes any of the terms, conditions, or other requirements of this effort; and Suspends or terminates any portion of this effort. All technical direction shall be issued in writing by the COTR or will be confirmed by the COTR in writing within 10 calendar days after verbal issuance. A copy of the written direction shall be furnished to the CO and the CA. In addition to providing technical direction, the COTR will: Monitor the Contractor's technical progress, including surveillance and assessment of performance, and recommend to the CO and CA, any changes in the requirement; Assist the Contractor in the resolution of technical problems encountered during performance; and Perform inspection and acceptance or recommendation for rejection of Contractor deliverables and identify deficiencies in delivered items. This does not replace any other quality assurance inspection requirements that are specified elsewhere within this SOW. f) If in the opinion of the Contractor, any instruction or direction issued by the COTR is outside of their specific authority, the Contractor shall not proceed but shall notify the CO in writing within 5 working days after receipt of any instruction or direction, with an informational copy to the CA. POST AWARD EVALUATION OF CONTRACTOR PERFORMANCE a) Contractor Performance Evaluations Interim and final evaluations of contractor performance will be prepared on this effort in accordance with FAR Subpart 42.1500. A final performance evaluation will be prepared, by the COTR, at the time of completion of work. In addition to the final evaluation, interim evaluations may be prepared, by the COTR, annually to coincide with the anniversary date of this effort. Interim and final evaluations will be provided to the Contractor as soon as practicable after completion of the evaluation. The Contractor will be permitted thirty (30) calendar days to review the document and to submit additional information or a rebutting statement. Any disagreement between the parties regarding an evaluation will be referred to an individual one level above the CO, whose decision will be final. Copies of the evaluations, Contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used to support future award decisions. b) Electronic Access to Contractor Performance Evaluations Contractors that have Internet capability may access evaluations through a secure Web site for review and comment by completing the registration form that can be obtained at the following address: http://cpscontractor.nih.gov. The registration process requires the contractor to identify an individual that will serve as a primary contact and who will be authorized access to the evaluation for review and comment. In addition, the Contractor will be required to identify an alternate contact who will be responsible for notifying the contracting official in the event the primary contact is unavailable to process the evaluation within the required thirty (30) calendar day time frame. SECTION 508 COMPLIANCE REQUIREMENTS Any/all electronic and information technology (EIT) procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov. Access to Government Facilities The Contractor will be allowed limited access to the Government's facilities, as specified below: All TECOM TechDiv controlled spaces. Obtaining Replacement of Government-Furnished Material The contractor must submit requests for replacement of government- furnished material to the COTR for processing. Such requests must specify the reason for the replacement request. PERSONNEL REQUIREMENTS Key Personnel Definition Certain skilled experienced professional and/or technical personnel are essential for accomplishing the work to be performed. These individuals are defined as "Key Personnel" and are those persons whose resumes were submitted and marked by the vendor as "Key Personnel". No substitutions shall be made of accepted key personnel except for sudden illness or death, or termination of employment. Substitutions shall only be accepted if in compliance with "Substitution of Key Personnel" provision identified below. END CONTRACT AWARD Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost. In the event quotes are evaluated as technically equal in quality, price or cost will become a major consideration in selecting the successful Offeror. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). North American Industrial Classification System (NAICS) code 54199 applies to this procurement. The small business size standard is: 500 employees. This procurement is limited to proposals from small businesses only, Firm-Fixed Price. Vendors shall bid on this requirement in accordance with the above evaluation factors and scope of work. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17 and Defense Change Notice 20031001. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. The provisions at FAR 52.212-2, Evaluation-- Commercial Items, applies to this solicitation.
