- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6. The National Park Service, Olympic National Park intends to award a firm-fixed price supply Purchase Order for 1 ?" minus crushed rock to a single contractor who's Quote conforms to the requirements stated in this Solicitation and Specifications, for the lowest firm-fixed price, and price related factors. Price related factors are (1) Material Cost and (2) Transportation Cost. The Material Cost is the price per cubic yard. The Transportation Cost is the Contractor's rate per mile of transporting the rock from the Contractor's pit location to the Lake Quinault staging area, located at mile post 7.8 on Quinault North Shore Road. Contractors shall include with their Quote the actual distance (in miles) between the Contractor's pit location and Lake Quinault staging area location, and the rate per mile for transporting the material. Rock will need to be delivered on an on-call basis. The Contractor will need to load and unload material. The Government anticipates award in the amount of 1,720 cubic yards, however, depending upon availability of funds at time of award, the total number of yards awarded may either increase or decrease up to 20%. SPECIFICATIONS: Crushed rock shall be manufactured from ledge rock, talus, or gravel. The materials shall be uniform in quality and substantially free from wood, roots, bark, and other extraneous material and shall meet the following test requirements: Los Angeles Wear, 500 Rev. 35% maximum; Degradation Factor 25 minimum. Crushed rock of the various classes shall meet the following requirements for grading and quality when placed in hauling vehicles for delivery to the roadway, or during manufacture and placement into a temporary stockpile. The fracture requirement shall be at least one fractured face and will apply to material retained on each specification sieve size U.S. No. 10 and above if that sieve retains more than 5 percent of the total sample. The portion of crushed rock retained on a ?-inch sieve shall not contain more than 0.15 percent wood waste. Applicable NAICS code is 212321 with a Size Standard of 500. Prospective contractors must be registered in the CCR (Central Contractor Registration) prior to award. Lack of registration in the CCR database will make a Quote ineligible for award.
