Description
The Social Security Administration (SSA) needs white color copy paper. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number is SSA-RFQ-05-1576 and the solicitation is issued as a request for quotation (RFQ) and is unrestricted. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The associated NAICS code is 424110. REQUIREMENT: The requirement is for 880 cartons of 8 ? X 11, 24lbs. 96 Brightness paper White Digital Color Expressions Paper (Xerox 3R11152) or an equal. The specifications for the paper is as follows: Paper must be at a maximum, 20% post consumer products; Paper must be 8 ?x11?, 24 lb. white 96 brightness; Paper must be able to run on Xerox Docucolor 2060?s; Paper shall be free from wrinkles, splices, foldovers, holes, tears, dirt and other detrimental defects; Reams of paper shall be free from lint, dust and glue spots; Reams shall be cleanly cut and free from excessive fuzziness and padding, (tendency of sheets to stick together); This paper shall not emit any obnoxious or irritating odors, nor release volatiles in sufficient quantities to be harmful to human health when heated to temperatures normal in any Xerox fusing system; Paper shall not cause skin irritation or sensitization. Delivery shall be FOB destination; delivery shall be no later than 10 days after award to the Social Security Administration, Annex Building, 6401 Security Boulevard, Baltimore, Maryland 21235. This will be a firm-fixed price purchase order. Quotes shall address all requirements in the combined synopsis/solicitation and failure to address a specification will result in a nonresponsive quote. SSA anticipates awarding one purchase order resulting from this combined synopsis solicitation. CLAUSES: The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: (b)(14), (b)(15), (b)(16), (b)(17), (b)(18), (b)(19), (b)(20), (b)(24)(iii), b(26), and (b)(32). INSTRUCTIONS TO OFFERORS: The following provisions at FAR 52.212-1, Instruction to Offerors, Commercial Items, (tailored) apply to this acquisition: (b) (1), (3), (4), (6), (7), (8), (11), (c), (d), (f), (g), (j), and (k). All quotations shall be clearly marked with SSA-RFQ-05-1576 and shall contain the following: 1) Price quotation 2) statement addressing specifications in the requirement 3) DUNS Numbers 4) Taxpayer ID number 5) Sample ream of paper if equal is quoted 6) Hard copy of completed Representations and Certifications unless completed online as follows:. REPRESENTATIONS AND CERTIFICATIONS: Quoters must complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. After reviewing the ORCA database information, the quoter verifies by submission of this quotation that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this quotation and are incorporated in this quotation by reference (see FAR 4.1201). (Quoters shall identify the applicable paragraphs at (b) through (i) of this provision that the quoter has completed for the purposes of this solicitation only, if any. Evaluation: Quotations will be evaluated in accordance with FAR 13.106-2, Evaluation of Quotations of Offerors. Award will be made based on the lowest technically acceptable quotation. All interested contractors must submit a quotation no later than 1300 ET, on August 17, 2005 via email to anita.allen@ssa.gov. If unable to email quote, it may be faxed to the attention of Anita Allen on 410-966-9310. No phone calls will be accepted. If an equal is quoted, all contractors are to include with their quote one ream of paper. The ream of paper shall be sent to Social Security Administration, Attention: Anita Allen, 7111 Security Blvd., 1st Floor, Rear Entrance, Baltimore, Maryland 21244. All responsible business sources may submit a quotation that shall be considered by the Agency.
