Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. Solicitation number R3-03-05-19 is issued as a Request for Quotation (RFQ) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 424910 and the size standard in the number of employees is 100. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. Period of performance - Seed needs to be delivered to Mt. Taylor Ranger District, Grants, New Mexico prior to the week of November 7, 2005. The solicitation is for Sedgewick Fire Phase II Rehabilitation with the line items as follows: Item 1; 11,534 Pounds of Seed Mix, Delivered to Mt. Taylor Ranger District, Grants, NM – 1,650 Acres; The accepted lump sum quantity will be paid for at the contract unit price accepted in this contract. All other items of work necessary to complete the project will be considered subsidiary to the lump sum payment. Payment shall be full compensation for all labor, material, equipment, tools, transportation, and incidentals necessary to complete the work prescribed. Materials/Products: The following list is the seed mix required. The listing provides the COMMON NAME, the SCIENTIFIC NAME, the SEED RATE, and the TOTAL SEED- PLS for each particular seed type. 1. Wood’s rose; Rosa woodsii; 0.05; 83 pounds. Location is Mt. Taylor Ranger District on the Cibola National Forest. The seed mix is to be delivered to the Mt. Taylor Ranger District Office. The address is 1800 Lobo Canyon Road, Grants, NM. From Albuquerque, NM head west on I-40 to Grants, NM, exit #85. Exit north off I-40 and follow Santa Fe Ave as it bends from north to west. Turn right (north) at First Street and continue to Roosevelt Ave. Turn right on Roosevelt Ave and continue to Lobo Canyon Road. Turn left on Lobo Canyon Road. Mt. Taylor Ranger District Office will be on the left hand side of the street. FAR 52.212-2, Evaluation--Commercial Items is applicable. The Government will award the contract to that responsible vendor whose quotation, conforming to the combined synopsis/solicitation, will be most advantageous to the Government, considering price and the price-related factors included in the combined synopsis/solicitation. A quotation will be considered responsible by providing the requested seed mix. This factor and subfactors are in descending order of importance. Factor One - Price of the seed. Price-Related Factor One - Applicable delivery charges. Delivery charges/transportation costs to the designated point (Mt. Taylor Ranger District) shall be considered in determining the lowest cost to the Government. Price-Related Factor Two - Vendor’s proposed delivery schedule. FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, must be completed and included with offer. These clauses can be accessed through the website http://www.arnet.gov/far/.
