Description
This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: RFQ36-05, is issued as a Request for Quotation (RFQ). This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small- Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 334516. The USDA, National Swine Research and Information Center has a requirement to purchase a Automated Identification System for the identification of microorganisms. The system must include a database for dangerous pathogens that includes software and turbidity standards for GN and GP databases and a database for anaerobic bacteria that includes software and turbidity standards. The items you are offering must meet or exceed the following salient characteristics: (1) The system must have 96 individual tests/plate and give the user the top favorable choice and top 10 choices based on a similarity index, (2) must provide identification of over 2,000 bacteria, yeast and fungal species by using only 5 different microplates. The identification database must contain greater than 525 species/taxa of gram-negative bacteria, greater than 335 species/taxa of gram-positive bacteria, and greater than 360 species/taxa of anaerobes, (3) system must contain a dangerous pathogen database that includes Bacillus anthracis, Brucella melitensis species, Yersinia pestis, Francisella tularensis, Burkholderia mallei, and B. pseudomallei profiles, (4) system must utilize 95 discrete carbon sources for the identification and phenotypic characterization of isolated organisms, (5) species in the identification database must include environmental, marine, veterinary, agricultural and clinical microorganisms, (6) data management software must have self-diagnostic capability and the capability of performing cluster analysis for production of dendrograms and 3-D diagrams. The software must allow the user to compare other patterns in the database with the identification presented, (7) software must enable the user to create a customized database for addition of novel organisms. Data will be saved, exported and retrieved for tacking and trending purposes, (8) the system must interface with the microplate reader and automatically interpret results and report the identification, and (9) the system must be fully compatible with personal computer technology. (Quote on system EQUAL to or better than Biolog #62401 MicroStation System, #22623D DP Combination Database, and #22607D AN Database) This solicitation incorporates the following FAR clauses, provisions and addendums: 52.204-7 Central Contractor Registration; 52.211-6 Brand Name or Equal; 52.212-1 Instructions to Offerors-Commercial Item; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.223-9, 52.225-1, 52.225-13 and, 52.232-33. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Denise Hill at fax number 1-515-663-7482 on or before July 1, 2005, 4:30 PM Central Standard Time. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror’s equipment. Offerors shall identify where the offered item meets or does not meet each of the Government’s functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is July 7, 2005. All responsible sources may submit a quotation which shall be considered by the Agency.
