- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with BAE Systems National Security Solutions, Reston, Virginia in accordance with FAR 6.302-1 and 13.106-1(b)(2). NOAA?s requirement is for digital photogrammetric software upgrades to existing SOCET SET software to assist the National Geodetic Survey (NGS) within the National Ocean Service (NOS), to make digital terrain models, image maps, visualizations, GIS databases, and more from a wide range of airborne and satellite imagery. The SOCET SET software has been fully integrated into the NGS production and contract monitoring processes and meets stringent NGS standards to ensure the safety and efficiency of U.S. private and commercial navigation, both in the air and on the seas. Notwithstanding the Government?s interest to negotiate this requirement on a sole source basis with BAE Systems under the authority of 41 USC 253 (c)(1), responsible sources may submit capabilities information which, if timely received, will be considered by NOAA.
