Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory (HML), located in Charleston, SC intends to acquire an equipment service agreement for a DakoCytomtion MoFlo Flow Cytometer on a sole source basis to DakoCytomation Colorado, Incorporated based on the following reasons: 1) In order to maintain this equipment in a superior working condition and to ensure rapid repair in case of malfunction special instruments, specific parts, and specially trained service personnel are required; 2) This instrument contains proprietary hardware and software which requires a DakoCytomation service technician for maintenance and repairs; 3) DakoCytomation is the manufacturer of this instrument. It contains proprietary hardware and software that requires unique configuration that is incompatible with other manufacturers. The hardware and software can only be installed and maintained by DakoCytomation. The anticipated performance period is from the date of the award through August 31, 2006. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; evidence that shows they are authorized/certified by DakoCytomation to perform service on the equipment stated herein, and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide service agreements for the DakoCytomation MoFlo Flow Cytometer; 2) Demonstrated technical ability to provide specific instruments, specific parts and specially trained service personnel to provide service on the DakoCytomation MoFlo Flow Cytometer; 3) Demonstrated ability to obtain replacement parts for the DakoCytomation MoFlo Flow Cytometer; 4) Demonstrated past performance on similar service agreements involving the DakoCytomation MoFlo Flow Cytometer. The applicable NAICS code is 811219. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
