- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement, EA133C-05-RQ-1735, constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This procurement is 100% set-aside for small business. The NAICS code is 611430 with a size standard of $6M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC), requires the services of a contractor to develop and deliver an education program for CSC staff to enhance the staff?s understanding of how coastal resources are managed at state and local levels. CSC staff needs a broad education program, but the extent of the education program is not known. Vendors may propose several modules, each focused on a specific issue. Pricing will be by module. The Government contemplates issuing a fixed price type purchase order with a period of performance of 180 days from date of award. The award will be made on a best value basis. Evaluation factors are: 1) Technical Approach as demonstrated by (a) the proposed means of accomplishing the requirements of the SOW and (b) descriptions of the level of expertise contributing to accomplishing the work. 2) Knowledge of the coastal management issues and community. 3) Past Performance: (a) relevant experience with NOAA and similar work; (b) quality of experience; (c) ability to present technical and scientific information concepts to an audience with diverse technical, scientific, and management skills. 4) Price. Detailed evaluation criteria, proposal content and the basis for selection are contained in the addenda to FAR 52.212-2, Evaluation ? Commercial Items. The purchase order will include provisions and clauses in effect at time of award. The provisions and clauses may be downloaded at http://www.arnet.gov/far. The following provisions and clauses shall apply: FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-2, Evaluation - Commercial Items. The Government may award a purchase order to the responsible offeror whose offer conforming to the solicitation/statement of work will be most advantageous to the Government, price and other factors considered. Offerors must include a completed copy of Offeror Representations and Certifications, FAR 52.212-3, along with the offer. Offerors must submit a complete response and should submit a quote which includes: 1) a narrative of no more than 20 pages describing how it intends to meet the requirement and describing how the work will be performed and managed, resumes of key personnel, identification of draft learning objectives, discussion and justification for their selection, a description that conveys the scope and depth of the education the contractor expects is needed by CSC staff for each draft learning objective, and group the learning objectives based on similarity so that a modular approach can be used for ordering the education program; 2) budgets for each of the activities described in the statement of work and 3) information regarding work performed on similar contracts (no less than 3), including name and address of client, contract number and amount, description of work, dates of performance and contact name and phone number. An original and four copies shall be submitted as well as the electronic version in MS Word. A one page letter shall cover the response signed by an individual authorized to commit the firm.
