Description
This is solicitation is issued in accordance with the simplified acquisition procedures authorized in FAR Part 13.106 (not to exceed $100,000) and constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) number is NRMAP050180KAR. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The due date for receipt of quotes is September 8, 2005. Any amendment hereto will only be published in the Federal Business Opportunities website. The proposed procurement is a Small Business set aside. NAICS Code: 334516. Small Business Size Standard: 500 Employees. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) has a requirement to purchase three custom meteorological measurement systems to equip three towers. Meteorological data is required from three elevations on a 500 meter radio tower. Data from each level will be transmitted to a base receiver, via radio modem link. The successful bidder shall provide all meteorological instruments, data acquisition, power supplies, electrical protection, enclosures, radio modems, antennae, cables, software, and documentation. Instrument systems shall be assembled into subcomponents and all associated electronics shall be configured, tested, and ready-to-mount on NOAA provided booms. The following information is a basic overview: 1. The heights of the levels will be approximately 30 meters, 100 meters, and 500 meters, and operating temperatures will range between minus 30 degrees Celsius and plus 45 degrees Celsius. 2. Each component shall be rugged enough to last at least one year in harsh environments between each annual maintenance visit. All exposed materials shall be weatherproof and UV resistant, or easily replaceable according to a maintenance schedule. Components that must be frequently replaced shall be noted as such, and the cost of replacement parts shall be noted, but not included in the bid price. 3. As tower owners charge more rent with increasing weight and wind-load, components shall be small and lightweight. Maximum dimensions and weights are specified where appropriate. 4. NOAA CMDL has had extensive experience with operating sensitive equipment in harsh environments for long periods of time. Specifications are written to reflect this experience. (Sentence deleted) Any specification that is not met will result in the bid being rejected as non responsive. If the specification is better than what is specified, please note the difference. 5. Bidders shall have demonstrated experience with research grade meteorological instrumentation and telemetry. Bidders shall include a list of three customer references for which they have provided similar systems along with a brief description of each project. 6. Delivery for all hardware and software to equip one tower shall be made within four weeks from date of award. Hardware shall be delivered in subassemblies, with each component configured, and the entire system tested before delivery. All documentation shall be provided within six weeks of the date of award. Equipment for the second and third tower systems shall be provided within eight weeks of the award. These systems shall also be fully configured and tested prior to delivery. The detailed specifications, terms and conditions, instructions for offerors, and the SF18 may be accessed as attachments to this announcement. The award decision will be based upon the lowest price, technically acceptable proposal received.
