- The Bureau of the Census intends to issue a sole source purchase order to Holmes & Company to provide advisory and assistance for succession planning, space and logistics, executive coaching and developing staff knowledge and capabilities for the Field Operations Directorate. The following tasks will be performed: prepare and deliver learning sessions on selected topics at various conferences, serve as an executive coach to the Regional Director of the Atlanta Regional Office, provide assistance in the development of plans for opening and equipping local census offices and develop a case study on factors influencing the "response rate meltdown". It is the Census Bureau's belief that the above vendor has a variety of on-the-job experiences during previous decennial censuses and with ongoing survey data collection that makes them uniquely qualified to provide the above services. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing and other information that demonstrates their ability to meet the Census Bureau's needs within 5 days from the published date of this announcement to linda.a.vance@census.gov or fax to 301-457-8465.
