Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Mental Health Services (CMHS) through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to Our Lady of the Lake University, 411 SW 24th Street, San Antonio, TX 78207. The anticipated date of award is September 8, 2005. The Contractor shall build on their successful CCC-MHP program to develop a ?Train the Trainers? curriculum which can be used to instruct qualified individuals to implement the CCC-MHP curriculum. The Contractor shall utilize their experience with CCC-MHP training and their established network participants who completed the CCC-MHP training to develop a manual for CCC-MHP Trainers. The contractor shall be responsible for but not limited to the following: Identify 3 sites throughout the United States that have the staff with the basic skills to implement the CCC-MHP curriculum. Share the CCC-MHP curriculum with the core group and ask them to evaluate its strengths and limitations for use in their work settings through written evaluations and teleconference discussions. Using the feedback from the core group, develop the ?Train the Trainers? curriculum and conduct the training with 2 mental health professionals and 1 language instructors from each site. The contractor shall develop a project work plan outlining dates for proposed meetings, teleconference, and training sessions. The contractor shall implement the work plan. The work plan will include, selection of the three participating institutions and the mental health professionals from each site who will participate in the trainers? workshop. Each institution will recruit a local language instructor to participate in the training. Selection of two external consultants (professionals with no other connections) to review materials. Distribute the CCC-MHP curriculum for written feedback regarding the applicability of the curriculum. Conduct a teleconference discussion regarding the applicability of the curriculum at each site. At least one external expert will be included in this discussion. Develop a ?Train the Trainers? manual for CCC-MHP trainers. Utilize the ?Train the Trainers? manual to conduct a 5-day Trainer?s workshop with the mental health professionals and language instructors from each site. Revise and finalize the CCC-MHP ?Train the Trainers? manual based on the results of the workshop for trainers. The contractor shall prepare quarterly overviews of the project and progress reports. These may be presented to CMHS staff and other venues as deemed appropriate by the contractor and PO. The progress report shall include a discussion of what progress has been made to date, problems encountered, and proposed or enacted solutions. The contractor shall provide a completed CCC-MHP ?Train the Trainers? manual for preparing instructors to deliver the CCC-MHP curriculum. The report will also include a summary of the findings, a description of accomplishments and problems encountered during contract execution, a descriptions of the strengths and limitations of the new curriculum, and a proposed plan for piloting the curriculum in real world settings. The contractor shall submit the draft work plan via email and hardcopy to the PO. The contractor shall submit for PO approval a list of proposed participating institutions, the mental health professionals and language instructors at each site, and the external consultants. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.205-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
