Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation, W913FT-05-R-0008, is unrestricted and provides for full and open competition. The associated NAICS code is 336992 and FSC is 2350. The Government anticipates awarding a Firm Fixed Price contract. The USMILGRP Contracting Office located in Bogota, Colombia has a requirement for a contractor to provide refurbish M35A 2.5 Ton Cargo Truck to be owned and operated by the Colombian Marine Corps; to be delivered NLT 150 calenda r days after ARO; with FOB Destination to the city of Cartegena or Santa Marta, Colombia. The specifications for the M35A, 2.5 TON, Cargo Truck are as follows but not limited to: Line Item 0001 - QTY: three (3) EA - M35A cargo 2.5 ton truck, standard con figuration, winch, and removable 7.62mm machinegun pedestal mount in rear of vehicle with sufficient standoff from the cab to be able to swing the weapon in a full 360 degree arc., standard OVE/OVM equipment included. Include axe and shovel. 2 inch ball a nd hitch attached along with normal tow pintel. Painted in standard U.S. camouflage pattern. All operator and mechanic manuals shall be in Spanish and provided as part of vehicle OVE. Line Item 0002 - Proposal shall include operator (10 operators) AND me chanic (3 mechanics) training in country, either in the city of Bogota or in Cartegena. Trained Operators must be able to safely and effectively operate the vehicles in combat. 1st echelon preventive maintenance must also be addressed. Training must inc lude safe towing techniques and self recovery. Mechanics must be trained up to 4th echelon on maintenance. Line Item 0003 - Contractor shall provided at a minimum one (1) year warranty on all equipment, on-site repair of vehicles during life of warranty, free replacement parts during warranty period. Line Item 0004  Delivery Cost - Contractor shall deliver the truck from factory to the city of Cartegena or Santa Marta, Colombia. It is the contractors responsibilities to obtain all required exportation licenses and all other legal requirements to ship the equipment in accordance with DFARS 252.225-7042, Authorization to Perform. The contractor shall submit the breakdown of their price proposal for all line items. The provision at 52.212-1, Instructions to Offerors ---Commercial applies to this acquisition. Proposal shall be submitted by facsimile or e-mail transmission only. In accordance with FAR 52.212-2 Evaluation-- Commercial Items, offerors should submit with their quotation: (1) Price proposal whi ch shows the proposed unit price for each line item, line item total amount, and a total offered proposal price; (2) Technical documentation featuring the salient characteristics of each line item that demonstrates they understand the specifications as sta ted above. The Contracting Officer will evaluate offers equally on the basis of Price and Technical acceptability. The Contracting Officer will evaluate offers based on the proposed quality of product, specification strength in the area of the offered pric e, and technical acceptability (detailed product description that highlights specifications and qualifications). In the technical proposal, the Offeror shall also discuss whether they will be able to comply with the delivery requirements. Contractors shall provide prices for all or none of the line items. Offerors shall include a copy of the provisions at 52.212.3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial It ems, and clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders-Commercial Items, applies to this acquisition.
