Description
The Government intends to increase the level of effort on Contract N00421-01-C-0125 through issuance of a sole source modification to CACI Systems, Inc., 46920 Bradley Blvd., Lexington Park, MD 20653. This action will provide a continuation of support services through 28 February 2006 at which time the competitive follow-on procurement N00421-05-R-0076 can be awarded. Under the proposed contract action, the Naval Air Warfare Center Aircraft Division (NAWCAD) will procure interim support services for the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, life cycle and logistic support of Electronic and Communications Systems (ECS) for various Navy, Army, Marine Corps, and Special Operations programs. The Government estimates that an additional 119,000 hours will be needed to accommodate current and anticipated levels of tasking for the period 01 October 2005 through 28 February 2006. The statutory authority permitting other than Full and Open Competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements as implemented by the Federal Acquisitions Regulations (FAR) part 6.302-1. CACI Systems, Inc., as the incumbent contractor, is the only practical source for providing the necessary continuation of these services without precipitating a break in this support. The Government???s minimum need and the continuation of in-place, working support for the ECS can only be accomplished reasonably and without impairing continued support through award of the proposed increase in level of effort. This sole source synopsis is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and business size. Proposal along with completed representations and certifications is due to Pat Riley, Contract Specialist, Naval Air Warfare Center Aircraft Division, Building 8110, Unit 11, Villa Road, St. Inigoes, Maryland 20684-0010 by 3:30 P.M. Eastern Standard Time, 15 September 2005. The Government will not pay for any information received. Facsimile proposals will not be accepted.
