- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to contract with Raytheon Company P.O. Box 11337, Tucson, AZ 85734-1337, on a sole source basis to procure Block 1B upgrades and conversions, Land-based Phalanx Weapon System (LPWS), PSE, Common Support Equipment (CSE), Gun Tools, along with ancillary hardware and support equipment for the PHALANX MK-15 Close-In Weapon System (CIWS) for FY 05 and option periods for FY 06 through FY 07. Raytheon is the only qualified domestic producer of the MK-15 CIWS and the MK-15 CIWS is of such a highly complex nature they require substantial investment in both time and money to qualify additional sources.
