- NAVSEA Indian Head, Surface Warfare Center, Indian Head, Md. is intending to award multiple firm fixed price (FFP) purchase orders for an alternate Red Phosphorus composition that will fulfill current requirements for daytime operation as well as improve performance for nighttime operation (IR signature and burn rate). The current daytime performance requirements are: When static function testing the warhead in wind of 10 MPH or less, the warhead shall produce a white smoke cloud not less than 100 feet high by 100 feet across within 15 seconds after functioning. Smoke generation shall continue at the location of functioning for a minimum of 120 seconds after functioning. In addition to the daytime performance requirements mentioned above, the proposed alternate Red Phosphorous compositions need to improve IR signature. The alternate Red Phosphorous composition must meet or exceed the requirement for safety of the current Red Phosphorous Butyl Rubber composition. TheStatement of work, which will list specific requirements and will be included in the solicitation. The applicable North American Industrial classification System (NIACS) code is 541380. The FSC code is 6810. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (EPS) site at www.neco.navy.mil. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. All prospective offers must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. In accordance with FAR Clause 5.207(d)(2)(xv), all responsible sources may submit a proposal, which shall be considered by the Agency. This notice does not ob! ligate the Government to award a purchase order, it does not restrict the Government's ultimate approach, nor does it obligate the Government to pay for any proposal preparation costs. The solicitation will be available on or about 24 August 2005 with a closing date of 10 September 2005.
