Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil). The Request For Quote (RFQ) number is N0014005Q3995. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-05 and DFARS Change Notice 20050726. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm . The NAICS code is 517110 and the Small Business Standard is 1,500 employees. This requirement is being processed as a Small Business Set-Aside. As such, the FISC Norfolk Contracting Department Philadelphia Office requests quotations from small businesses for providing services, and prices in accordance with the Contract Line Items (CLINs) and Performance Based Statement of Work described below. The proposed contract action is for commercial services, which the Government intends to solicit and negotiate with only small businesses under the authority of FAR 13.5, Test Program For Certain Commercial Items. Contractors shall provide monthly pricing along with a total for each CLIN. A detailed breakdown of the costs used to develop the monthly pricing shall also be required. CLIN 0001: BASE PERIOD OF PERFORMANCE (01 October 2005 through 30 September 2006): Dedicated, on-site telephone services and technical support for the U.S. Joint Forces Command in accordance with the statement of work. Quantity: 12 months, unit price, amount. CLIN 0002: OPTION YEAR I (01 October 2006 through 30 September 2007): Dedicated, on-site telephone services and technical support for the U.S. Joint Forces Command in accordance with the statement of work. Quantity: 12 months, unit price, amount. CLIN 0003: OPTION YEAR II (01 October 2007 through 30 September 2008): Dedicated, on-site telephone services and technical support for the U.S. Joint Forces Command in accordance with the statement of work. Quantity: 12 months, unit price, amount. CLIN 0004: OPTION YEAR III (01 October 2008 through 30 September 2009): Dedicated, on-site telephone services and technical support for the U.S. Joint Forces Command in accordance with the statement of work. Quantity: 12 months, unit price, amount. CLIN 0005: OPTION YEAR IV (01 October 2009through 30 September 2010): Dedicated, on-site telephone services and technical support for the U.S. Joint Forces Command in accordance with the statement of work. Quantity: 12 months, unit price, amount. The dedicated, on-site telephone services and support for the U.S. Joint Forces Command shall be performed in accordance with the following statement of work: STATEMENT OF WORK FOR TELEPHONE SERVICE AND TECHNICAL SUPPORT FOR UNITED STATES JOINT FORCES COMMAND (USJFCOM) 1.0. INTRODUCTION: This requirement is to provide dedicated, on-site telephone service and technical support for USJFCOM. 2.0. BACKGROUND: U.S. Joint Forces Command leads the transformation of America?s military forces. As a key element of this transformation process, diverse Information Technology services must be available to all of USJFCOM across a wide geographic area. Current operations planning have demonstrated the requirement for fast, secure, and reliable voice and video telecommunications services to the command's assigned forces and elements of the Army, Navy, Air Force, and Marine Corps. The Director, Command, Control, Communications and Computer Directorate (J6) is tasked with providing and maintaining this robust level of service for the Commander, USJFCOM. Trouble tickets are submitted through the GCCC Help desk at (757) 836-COMM (836-2666) and forwarded to the Telephone technician. The Technician works trouble tickets ranging from repairing and installing lines to installation of new telephone services. The contractor shall respond to approximately 200 trouble tickets per week. Direct contact with users on a daily basis to resetting passwords and answering user?s questions about phone services use and availability. 3.0 SCOPE: The contractor shall provide subject matter expertise and support to USJFCOM through the J6 Directorate. Support shall include providing expertise to conduct telephone technician service and technical support for subscribers on the Avaya Definity G3r PABX version 10. 4.0 APPLICABLE DOCUMENTS: N/A 5.0. REQUIREMENT: The contractor shall provide support to meet the requirements of this Performance Based Statement of Work requirement. The contractor shall perform the following: 5.1. Technical Support: These services shall include support to troubleshoot and isolate troubles to facilities or other vendor-provided equipment connected to the Avaya equipment. Performance of the following tasks shall be required to accomplish the deliverables for this requirement: The contractor shall determine how best to provide the required support: 5.1.1. Provide analytical and technical services to the USJFCOM J6 Directorate and core element in support of the communication and technology process. Processes requiring support are shown below: 5.1.1.1. Programming the switch and associated Voice Mail and Call Accounting Systems. 5.1.1.2. Placement of commercial telephone instruments on desks and implementing associated wiring, cross-connects, and installation of Government-furnished switch. 5.1.1.3. Subscriber/instrument wiring as required for voice, data, video, or other connections. 5.1.1.4. Perform installations, move service, add service and disconnect service. 5.1.1.5. Perform the identification of requirements (cables, switches, etc) and communicates with the system administrator to develop a smooth transition of service. 5.1.1.6. Perform testing and repair of inside wire and voice terminals. 5.1.1.7. Perform configuration to move, install or disconnect Avaya supported equipment. 5.1.1.8. Perform troubleshooting to isolate troubles to facilities throughout USJFCOM. 5.1.1.9. Software configuration of the DEFINITY G3r system and ancillaries for optimum performance and applications, as required. 5.1.1.10. Updating of all technical documentation of the telephone system (including ancillaries), present wiring, and configuration to reflect all changes that occur during the normal course of administering the DEFINITY G3r system. 5.2. The Contractor shall coordinate and work with all LEC, Long Distance, and Private Network vendors and suppliers as appropriate to repair or restore service. This is not to be construed as an Agency authorization. All existing LEC/Long distance services are currently monitored, coordinated, and billed thru NCTAMS LANT N2 organization as they manage the PPN location where all trunking is terminated. The performance objective does not supersede or take the place of any existing Facility management policy or contract that may be established by NCTAMS LANT N2. 6.0. DELIVERABLES: 6.1. Technical support services and requirements are assigned and monitored using the Remedy Help Desk trouble ticket system. Response Time is defined as the elapsed time from the contractor being first notified of the trouble by the Help Desk and commencement of restorative actions. If multiple outages occur simultaneously, the TPOC or the TPOC?s designated representative will prioritize the order of restoration among the affected end user. 6.3. Restoration Time is expressed as the time from commencement of corrective actions until restoration of voice service. 6.4. Performance is measured using the Remedy Help Desk logs. 6.5. Respond to approximately 200 calls per week. 7.0. QUALITY ASSURANCE: Acceptable Quality Required Service Standard Level Surveillance Technical Support in Para 5.1 100% 95% TPOC Review Qualifications in Para 10.0 100% 95% TPOC Review Restore or repair service in Para 5.2 100% 95% TPOC Review Technical deliverables in Para. 6.0 100% 95% TPOC Review 8.0. PLACE OF PERFORMANCE: Work shall be performed primarily on-site in USJFCOM facilities located at the Naval Support Activity, Norfolk, Virginia. Work also may be performed at other sites and, any other government/support sites that relate to USJFCOM missions and operations necessary to support this purchase order. 9.0. SECURITY REQUIREMENTS: Personnel assigned shall require access up to a Top Secret/SCI clearance. 10.0 GOVERNMENT FURNISHED EQUIPMENT/GOVERNMEN FURNISHED INFORMATION: Government and contractor furnished equipment and information shall be provided as required to complete the tasks set forth above. 11.0. TRAVEL REQUIREMENTS: The Contractor providing telephone technical service shall provide transportation as required for the technician supporting USJFCOM telephone services. The contractor may be required to perform travel to various military and support installations to coordinate support in executing the tasks outlined above in support of this project. A representative of the USJFCOM will perform inspection and acceptance at destination. For purposes of this solicitation/synopsis, any references herein (or in cited clauses or provisions) to the term ?offeror: shall be construed to mean ?quoter?, and any references to the term ?offer? or ?proposal? shall be construed to mean ?quote?. The type of purchase order being solicited is firm fixed price. Quoters must be registered in the CCR database to be considered for award. All responsible sources may submit a quote, which shall be considered by the agency. All quotes should include pricing, a point of contact, name and phone number, completed copies of the certifications and representations mentioned above, and the past performance information described below. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. The Government intends to issue a single purchase order, for services detailed herein, resulting from responses to this solicitation to the responsible quoter whose quote, conforming to the solicitation will be most advantageous to the Government, price and past performance considered. While price will be a significant factor in the evaluation of quotes, final purchase order issuance will be based on a combination of the factors of price and past performance. Past performance will be considered more important than price. As such, the past performance evaluation will be performed on a comparative basis, resulting in a best value determination. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/ . The quoter shall submit, as part of its quote, information on previously performed contracts or on-going contracts that are similar to the Performance Based Statement of Work in the solicitation performed for Federal, State or local Governments, and for commercial firms. Information shall be provided on either 1) all such contracts within the past three years, or 2) the last three such contracts performed, whichever is fewer, and shall be limited to the name and address of the organization for which the product was supplied and services were performed and the number (phone, fax or Internet) of a contact for each contract listed. The quoter should not describe past performance history in the quote. The information should include, however, discussion of any major problems encountered on the contracts listed and the corrective actions taken to resolve them. The information may also include a description of any quality awards earned by the quoter. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance. However, the quote of a company with no relevant past performance history, while not rated favorably or unfavorably for past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the responses of other quoters. The quoter should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance. The assessment of the quoter?s past performance will be used as a means of evaluating the relative capability of the responder and other competitors to successfully meet the requirements of the RFQ. The Government will give greater consideration to the contracts that the Government feels are most relevant to the RFQ. See Numbered Note Number One (1) applicable to this combined synopsis/solicitation.
