Description
Notice of intent to issue a contract to Yankelovich Partners of Norwalk, CT to provide a subscription for proprietary data and consulting services. 1. TITLE: Yankelovich Partners Subscription Buy and Consulting Services 2. GENERAL: In order to sustain military manpower and support military recruiting, the Department of Defense must track the attitudes of American youth and their influences toward military service. The two markets of importance to the Department of Defense are: influencers of young people (parents, teachers, coaches, etc.), and recruiting-age prospects (youth between 16-24 years-old). The goal of this contracting effort is to provide the Joint Advertising Market Research and Studies (JAMRS) program and the Military Services with proprietary information from existing private-sector data sources that will enhance the understanding of trends in attitudes and motivations of these 2 target audiences. 3. OBJECTIVES: The objectives of this effort are to (1) obtain data/subscriptions on a variety of consumer trends and attitudes of our target audiences; (2) obtain the capability to get responses to Government-specified questions regarding the military from populations surveyed for the MONITOR, and (3) secure expert advice and interpretation of data on a variety of topics affecting the recruiting market. 4. SCOPE OF WORK: This Statement of Work (SOW) specifies work to be done under this contract during a base year and four option years. a. Base Year Task Descriptions. The contractor shall provide the following during the base year of the contract: (1) Subscriptions/Data Buys. Contractor shall provide the Government with an annual subscription of (1) the 2005 Yankelovich MONITOR Core Sponsorship; and (2) the 2005 Yankelovich MONITOR Multicultural Monitoring Study. 2.(2) Proprietary Questions for OmniPlus. The contractor will insert questions specified by the Government into the two largest of its Yankelovich OmniPlus telephone surveys per year. The total number of Government questions fielded by Yankelovich shall result in no more than 75 data-points. The contractor shall collect the data and provide the Government with the results. 3.(3) Report/Briefing. The contractor will provide reports/briefings that assist the Department of Defense in its understanding of influencers and prospects. These reports/briefings should be a summary of the information obtained in each of the subscriptions as described in a.1. 4.(4) Desktop MONITOR subscription. The contractor shall provide the Government with its data analysis software, called that will allow the Government electronic access to information available in the Yankelovich OmniPlus data. The contractor shall provide the installation software, support of the data analysis software and training materials. 5.(5) Consulting/Special Projects. The contractor shall provide the Government an additional 50 consulting hours (above what is included in the Monitor Core Sponsorship) to perform special projects as needed by the Government. b. The contractor shall provide the Government an additional 50 consulting hours (above what is included in the Monitor Core Sponsorship) to perform special projects as needed by the Government. 5.DELIVERABLES AND REPORTING REQUIREMENTS: The contractor shall submit deliverables as specified below. 1.a.Subscriptions/Data. Within 2 weeks of the award, the contractor shall deliver the subscriptions/data as detailed in the previous section entitled SCOPE OF WORK. If a subscription is not yet available, the contractor shall deliver the subscription within 2 weeks of its publication. 2.b.MONITOR Core Sponsorship. Within 2 weeks of the award, the contractor shall make available the following deliverables that are included in the MONITOR core sponsorship: I.(1)weekly MONITOR MINUTE II.(2)weekly LIVE Teleconferences (3)web access to MONITOR reports and data for five users 3.c.MonTab Access. Within 2 weeks of the award, the contractor shall deliver the necessary software, installation instructions and training material to access the MonTab data analysis system. d. Proprietary Questions for OmniPlus. e. Consulting/Special Projects. 4.f.Written Reports/Briefings. Contractor shall submit to the Government a written report/briefing for each of the major subscriptions detailed in the previous section entitled SCOPE OF WORK. The Government and the contractor will mutually agree upon the timing and location of these reports/briefings. g.Customized Presentations. Within a year from contract award, the Contractor shall deliver to the Government a total of five (5) presentations at locations to be determined by the Government of a customized briefing developed specifically for the DoD integrating findings from all information purchased from Yankelovich. 6.PLACE AND PERIOD OF PERFORMANCE: a.Anticipated period of performance. 1 year from contract award. b.Anticipated travel. 6 trips to Washington DC or other locations as determined by the Government. 7. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii)(b)(2) Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. All capable proposals received within 5 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No solicitation document exists. If no additional responses meeting the Government?s requirements are received within 5 calendar days after publication of this synopsis, a contract will be placed without further notice with Yankelovich Partners.
