Description
NAICS Code: 336211 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented through FAC 2005-05. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The Request for Quote number is RFQ-DC-05-00333 for this requirement. This requirement is a 100% small business set-aside. The applicable NAICS code is 336211. It is the Government's intent to award a Fixed Price Purchase Order by September 30, 2005 to the vendor whose quote provides the best value to the Government. The provisions at 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Evaluation-Commercial Items; 52.212-3, Offeror Representations & Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. These references may be viewed at www.arnet.gov. The specific evaluation criteria to be included are the following: a) technical capability, b) price, and c) past performance. For the past performance evaluation, provide three references with contact information (e.g., name, title, address, phone number and/or e-mail address). Vendors must register and submit Representations & Certifications at http://orca.bpn.gov in order to receive award. Quotes must be received by 4:00 PM on Friday, September 2, 2005. REQUIREMENT DESCRIPTION: POWER: F-550 or equivalent (i.e., 5500); 17,500 pound minimum GVWR; Power-Stroke Diesel or equivalent; Towing capacity of up to 18,000 lbs (5th Wheel/gooseneck); and Heavy duty 5 or 6 speed automatic transmission and power take off. EXTERIOR: Maximum 83 inch clearance; 176 inch wheel base; 4X4 off-road package; Heavy duty suspension; Skid plate for transfer case and fuel tanks; Dually; Chrome rims; Crew cab; Mud flaps; Side Steps/running boards; Sliding rear window; Trailer hitch receiver with three hitch sizes/balls/Reese hitch; Trailer wiring combination connector (7-wire trailer harness); Power telescoping trailer tow side mirrors with 2-way fold (heated with integrated turn signals and clearance lights); Front tow hooks (2); Heavy duty shocks/springs; Anti-lock brakes;Dual fuel tanks or large capacity tank; Keyless entry/coded entry; Spare Tire and wheel (including jack); Engine Block Heater; Exterior built-in compartments on the streetside and curbside of the tow vehicle extending forward from the rear wheelhousings to the maximum extent practicable; and Auxiliary fuel system including minimum 25-gallon diesel fuel tank for refueling the trailer's generator set diesel fuel tank equipped with a 12-volt direct current electric fuel transfer pump, spark proof metal dispensing nozzle, and 12 feet of ? inch fuel hose located under the body skirt with a door, reel and lock. The NDT may also make visits to the vendor to monitor the performance and/or progress of the requirement. DELIVERY LOCATION: US EPA, National Decontamination Team, 4900 Olympic Boulevard, Erlanger, KY 41018. Delivery shall be FOB Destination.
