SOLE SOURCE SYNOPSIS FOR TOMES PLUS (R) INTERACTIVE WWW SYSTEM, REPRORISK (R) SYSTEM AND TOMES PLUS (R) SYSTEM WINDOWS SINGLE USER PERSONAL COMPUTER This is a notification that the Environmental Protection Agency's Office of Environmental Management (OEM) intends to issue a purchase order to MICROMEDEX, INC on a sole source basis for the requirements described herein. All responsible interested sources may submit a response which, if timely received, will be considered by the agency. This requirement is for the Tomes Plus (R) Interactive System, REPRORISK (R) System (internet access) combined with the TOMES Plus (R) System for a personal computer (CD_ROM ) version offer collection of 16 proprietary and licensed databases expertly assembled to provide quick easy assess to medical hazard, and environmental information vital to the safe management and handling of chemicals. The data system will provide On-Scene Coordinators (OSCs) with ready access to chemical specific information to facilitate decision making during emergency responses and other CERCLA removal actions. In addition, this system will provide the risk and site safety managers ready access to address regional and national environmental health and safety issues. EPA has a specific need to provide a comprehensive, peer-reviewed, easily searchable chemical data source to EPA personnel (including in the field) that provides a rapid mechanism to access multi-government agency, sponsored/endorsed data sources and well as other nationally recognized, peer-reviewed and routinely updated technical data sources. The TOMES Plus/Reprorisk System is unique in that in addition to providing access to these nationally recognized data sources, the overall package includes additional decision support tools that assist with efficiently drawing information from these multiple data sources to support rapid decision-making needs for emergency response hazard and medical management. The information/service is also supported with full time technical call-back support. All the features of the TOMES Plus/Reprorisk System described above (internet as well as CDs) uniquely addresses the need and effectiveness of OEM, OSCs and other field personnel by ensuring access to critical emergency decision-making databases and tools. The system not only facilitates rapid information searches and assessments, but also provides additional data where there are gaps (such as access to actual anecdotal information drawn from medical responses). Access to this up-to-date, peer reviewed, comprehensive system (along with 24-7 support ), ensures the effectiveness and scientific credibility of efforts undertaken by OEM and EPA field/site personnel.
