- NAICS Code: 541380 NAICS Code: 541380. The Environmental Protection Agency Region 4 Southeast Regional Office has a need for analytical testing services for environmental samples collected from a mining site within the Region. The laboratory will provide specialized analysis of cadmium, chromium, copper, lead, nickel, and zinc for sediment samples using Method EPA Method 821/R-91-100 (December 1991) (acid volatile sulfide/selected simultaneously extractable metals - Acid Volatile Sulfide/Simultaneously Extracted Metals (AVS/SEM) followed by EPA Method 6020 (http://www.epa.gov/epaoswer/hazwaste/test/pdfs/6020.pdf) and also using a sequential extraction procedure for sediments as described in Improvement of the BCR three step sequential extraction procedure prior to the certification of new sediment and soil reference material, G. Rouret, J.F. Lopez-Sinchez, et al. (November 1998). (http://www.rsc.org/pdf/jem/1999/H9807854.PDF) followed by EPA Method 6020. The laboratory will also provide specialized analysis of sediments for paste pH, neutralization potential, and sulfur forms as described in USEPA Field and Laboratory Methods Applicable to Overburdens and Minesoils, EPA 600/2-78-054 (March 1978). EPA Method 6020 requires the Inductively Couple Plasma/Mass Spectrometer (ICP/MS) instrument for performance of the Metals analyses. Alternative methods/instruments for the Metals analyses will be not be accepted. This combined synopsis/request for quote for a commercial item is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED AT THIS TIME A WRITTEN RFQ WILL NOT BE ISSUED. Offerors shall submit quotes in response to the Environmental Protection Agency (EPA) Region 4, requirement for: 1)AVS/SEM - 7 each, 2) Sequential Extraction -19 each, 3) Paste pH - 68 each, 4) Neutralization Potential - 62 each, and 5) Sulfur Forms - 62 each. The applicable North American Industry Classification System (NAICS) code is 541380 Testing Laboratories with a size standard not to exceed $10,000,000. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items; FAR 52.212-3, Offeror Representations & Certifications- Commercial Items, shall be completed by offeror and submitted with quote; FAR 52.212-4, Contract terms & Conditions- Commercial Items; FAR 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.219-9, FAR 52.222-35 Equal Opportunity; FAR 52.222-41, Payment by Electronic Funds Transfer-Central Contractor Registration; FAR 52.222-42, Service Contract Act of 1965, as Amended.
