Description
GSA's Property Management Division has a recurring need for Office Relocation services for offices in the following states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, & Tennessee. It is anticipated that under this one solicitation, there will be multiple (possibly 12) Indefinite Delivery/ Indefinite Quantity contracts awarded, one for each Service Center in the above mentioned states. The performance requirements of this acquisition requires each contractor to provide all labor, material, equipment and supervision necessary to provide office relocation services for GSA in the Southeast Sunbelt Region. Often, there are multiple moves in various Service Centers on a given weekend. GSA is particularly concerned about moves into new courthouses and moves out of and into courthouses which are being renovated. These moves run to over 200,000 square feet and sometimes have more than 5 independent agencies. The Successful Contractor must meet with all agencies, usually more than once in order to do walk-thrus and plan phased moves. Therefore, GSA seeks contractors who have experience in moves of this size and complexity. All property other than incidental systems such as electrievers or track files will be removed from the present locations, transported to the destination and placed within the new location pursuant to the instructions of the Contracting Officer's Representative (COR) or GSA Ordering Official. These services shall include padding, packing and/or crating required for the safe transportation of the property; disassembling and/or reassembling the property when necessary; pick up and loading of property at its origin(s); unpacking and/or uncrating as required; placement of the property in the destinations and specified by COR or GSA Ordering Officials; removal of padding, packing and crating materials from the premises of the Government; and any other services which would normally be included in a complete moving service. This is a total small business competitive procurement. NAICS code is 484210 with a size standard by the SBA of $21.5M. The anticipated solicitation release date is on or about July 22, 2005 with an anticipated receipt of proposals not later than August 22, 2005. A ONE-TIME pre-proposal conference date will be scheduled and posted in the solicitation. All potential offerors are encouraged to attend. The Period of Performance shall be from November 1, 2005 to October 31, 2006 and will include four (4) one-year option terms. The contract shall be awarded using formal Source Selection procedures based on three factors: price, experience and past performance. The incumbent contractor is Daniel Moving Systems, Inc. and the current pricing information for each area will be included in the solicitation. The solicitation and any documents related to this procurement will be available only over the Internet. These documents will reside on a World-Wide-Web, (WWW) server, which may be accessed only electronically. Interested parties may access the solicitation at http://www.fedbizopps/.
