Description
NASA Glenn Research Center plans to issue a competitive Request for Proposal (RFP) under the SBA's 8(a) set-aside program for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for technical, engineering, and scientific services. Requirements will be issued as individual task orders in the areas of aeronautics, microgavity science, space exploration, space power and propulsion, and related science and technology. Deliverable items will primarily consist of technical reports, but a limited amount of test hardware fabrication, possibly including space flight hardware, will likely be required. It is planned that this cost-plus-award-fee contract will be for a base period of 2 years with 3 additional one-year options. This contract is a follow-on to existing contract NAS3-00145 with QSS, Inc. Currently, approximately 267 full-time scientific and engineering personnel are employed in support of the tasks under the current contract. However, it is estimated that approximately 250 employees will be employed at the GESS-2 contract start date. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total 8(a) set-aside. See Note 1. The NAICS Code and Size Standard are 541710 and 1000 employees, respectively. All qualified, responsible, and certified 8(a) sources may submit an offer which shall be considered by the agency. The anticipated release date of the Final RFP is October 14, 2005 with an anticipated offer due date of on or about November 29, 2005. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GRC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below.
