- The National Archives and Records Administration (NARA) Acquisition Services Division intends to negotiate and award on a sole source basis in accordance with FAR 6.302-3 to Georgia Tech Applied Research Corporation (GTARC) of the Georgia Institute of Technology 505 10th Street Atlanta, GA 30332-0415, POC: Russell L. (Rusty) Roberts, e-mail Rusty.roberts@gtri.gatech.edu Telephone (404) 385-185, for continued research involving the automation of archival, diplomatics, and records management activities. NARA has a requirement for the continued maintenance of essential research capabilities and expert services necessary to analyze, validate, and document NARA?s record management service component (RMSC) requirements and similar efforts, specifically focusing on attributes that are similar to, and can be ?normalized? to RMSC?s using the Global Justice XML Data Model (GJXDM), the Department of Defense standard 5010.2, Design Criteria for Electronic Records Management Software Applications, and ISO 15489. The supplies and services to be provided are proprietary, and specifications, plans and drawings are not available and cannot be furnished by the Government. GTARC is the only known source capable of providing the required research services. This statutory authority for other than full and open competition is 10 USC 2304(c)(3) Industrial Mobilization; Engineering, developmental or research capability or expert services. NARA has a requirement to acquire and maintain expert capabilities for theoretical analyses, and exploratory studies for the practical application of investigative findings of a technical nature within archival theory, diplomatics, and federal records management activities. Educational or other nonprofit institution or federally funded research and development centers who can provide the above listed proprietary products must indicate their interest on or before September 16, 2005. No quotation/proposal received in response to this notice shall be considered since this synopsis cannot be considered a Request for Quotation/Proposal. All responsible sources will be considered for evaluating the determination to issue a sole-source contract. No formal solicitation package is available. See FBO Numbered note 25, Information submitted should be pertinent and specific in the technical area under consideration and submittal may not exceed fifteen (15) pages, not including resumes. See FBO Note 22 is modified to read thirty (30) days in lieu of forty-five (45). The NAICS code is 541710 ?Electronic Research and Development laboratories or services,? and the small business size standard is 500 Employees. The Government will not be responsible for any costs incurred in responding to this notice.
