- Notice of intent to negotiate a Sole Source contract with Ensign-Bickford Aerospace & Defense Co. at 640 Hopmeadow St., Simsbury, Ct 06070-0242. The Ensign-Bickford Aerospace & Defense Co. has extensive experience and knowledge with the US Army Special Forces design specifications for this requirement and is the only source that can provide the product required. A previous sole source synopsis on 3/31/04 resulted in no comments or sources and a response by only Ensign-Bickford. The Contract type being considered is a Firm-Fixed price type contract with 4 one year option years. The DOE/AL intends to purchase the following line items: Item 1—Dual Integral firing Devices (DIFD) P/N D10546-1 Quantity 236 Item 2-- Dual Integral firing Devices (DIFD) P/N D10546-3 Quantity 284 Item 3—Breaching Strips (3/4inch width by 86 inch length) with MK 140 Booster w/ C2. Must be packaged in an integrated package strip. Must have C2. Quantity: 440 The quantity to be purchased in the options is to be determined but each yearly option is expected to not exceed 2/3 of the basic order quantity. The basic contract award amount is estimated to be less than $160,000. The contract shall be awarded prior to 30 September 2005. Items The needed delivery date for a partial order of approximately one-fourth of the above is 5 November 2005. The remainder is desired by 5 December 2005. Shipment will be to US Department of Energy/NNSA, C/O Sandia Nat’l Labs 6000 Igloo area, 1515 Eubank SE: KABF East, Albuquerque, NM 87123. Shipment will be FOB destination. Accordingly, the NNSA Service Center intends to conduct this sole-item/sole-source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1 and no other items or sources will be considered. A public solicitation will not be available. Numbered note 1 applies. This notice satisfies the requirements of FAR Part 5. This is not a solicitation for proposals or an invitation for bids, nor does it represent a commitment by the government to pay for costs incurred in the preparation and submission of data or any other costs incurred in response to this announcement. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm ability to provide a product as described above.
