Description
NASA/GSFC has a requirement for engineering model and flight model Power Converter Assembly (PCA) electronic boards, engineering model and flight model Laser Electronic Assembly (LEA) electronic boards, and associated documentations for the Lunar Orbiter Laser Altimeter (LOLA) Measurement Investigation, and plan to issue a request for Quotation No. NNG0525117Q, to purchase this service from Space Power Electronics, Inc, in accordance with the requirements of FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. The LOLA instrument design has many similarities to the previously flown Mercury Laser Altimeter (MLA) instrument. Space Power Electronics, Inc. designed and built the PCA and LEA for the MLA instrument, and is the only known supplier that can meet the development time of the LOLA instrument. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the response date listed above. Such capabilities /qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
