Description
The Bureau of Reclamation, Lower Colorado Region, is conducting market research to ascertain if there is more than one known source that has expertise in the collection, propagation and planting of native cottonwood (Populus fremontii), willow (Salix gooddingii), coyote willow (Salix exigua) and baccharis (Baccharis sarothroides) trees. Stock for these species must originate from the Havasu National Wildlife Refuge on the lower Colorado River as defined by Reclamation. Collection of plant material will be permitted only from November 01, 2005 through February 01, 2006. Automated equipment shall be used for all planting. Planting of live plantings will only be allowed between the dates March 27 through April 14, 2006. All planting shall take place at one event. The planting site is located at the Havasu National Wildlife Refuge, near Needles, California. The acreage to be planted is approximately 65 acres in size. The contractor must have the following capability requirements: Knowledge of propagation techniques successful with cottonwood and willow and background of capability of perautomated mass planting method for native riparian vegetation, specifically cottonwood (Populus fremontii) and willow (Salix gooddingi) trees planted at a site located within the Lower Colorado River floodplain; Survival rate after 3 months of a minimum 75% of cottonwood and willow trees planted by a commercially available automated mass planting method; Own or have access to a planter or similar machine capable of planting transplants or plantings at 1 foot in-line spacing and at a width of a minimum of 38 inch rows; Greenhouse facilities must have computer controlled environment (heat, light, moisture), rolling benches, shade systems and HID lighting for propagation of plantings; Capability to collect and transport plant material to greenhouse from collection site; Access to shipping containers that protect the plantings from the environment (wind, rain, etc) to the planting site. Firms believing they can successfully fulfill these requirements must provide supporting evidence to that effect in sufficient detail to demonstrate their abilities. The evidence must include at least three references to support successful completion of prior work of this type. This is not a request for competitive proposals. All responses received within 15 calendar days of the date of publication of this notice will be considered by the Government. Responses should include the firm's DUN and Bradstreet number (DUNS). Firms should identify whether or not they are a small business or other than small business in accordance with the size standard for (NAICS) Code 111421(Nursery & Tree Production), and the small business size standard is $750,000.00 (average gross receipts cannot exceed this amount over a three-year period). Firms should state whether or not they are certified under any other small business preference programs, e.g., HUBZone, Service-Disabled Veteran, 8(a) Program, etc. Please include with your qualifications your technical capabilities and experience in this type of requirement, to include the magnitude and dollar amount of the work performed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
