- PURCHASE PROGRAM 2.6A: NSN 9130-00-551-2264 Turbine Fuel, Aviation, Thermally Stable (JPTS), MIL-DTL-25524E(USAF), Maximum Quantity per year 3,500,000 USG /Minimum Quantity per year 1,750,000 USG. Delivery via either contractor or government provided tank trucks or bulk fuel containers to various activities around the world. Additional delivery via contractor provided railcars to two storage facilities in California and Texas. Due to the lengthy testing qualification (one year) required before a contract can be awarded, this announcement is being issued to provide adequate notice for companies that have not previously qualified to supply this product to submit samples. Testing procedures are listed below: Your attention is directed to Military Specification document MIL-DTL-25524E(USAF), dated 20 November 1997. This document can be found at: http://assist.daps.dla.mil/online/start/ (select ?Quick Search? on left side of screen. Under ?Document ID? type MIL-DTL-25524E. Select the hyper-link under ?Document ID.? Scroll to bottom of page and select/print the adobe file labeled ?Revision E?). To qualify for a contract, you must provide a JPTS sample for storage stability testing. The JPTS sample shall be manufactured identically (i.e. using the same process and feedstock) as the JPTS you intend to offer if awarded the contract. The sample is to be submitted to the Air Force Petroleum Office (Det 3, WR-ALC/AFTH) 2430 C Street, Bldg 70, Area B, Attn: Mr. R. Wilkes or Mr. J. Young, Wright-Patterson AFB OH 45433-7103 (POC phone numbers 937-255-8103/4311), in sufficient time for the storage stability testing to be accomplished prior to 1 January 2007. To submit a sample place 200 ? 3.8 liters (53 ? 1 gallons) in a 208-liter (55-gallon), 18-gauge DOT 17E uncoated steel drum and ship it to Det 3, WR-ALC/AFTH 2430 C Street, Bldg 70, Area B, Attn: Mr. R. Wilkes or Mr. J. Young, Wright-Patterson AFB OH 45433-7103 (POC phone numbers 937-255-8103/4311). All costs associated with shipping the sample will be born by the offeror and reimbursement is not authorized. Det 3, WR-ALC will store the sample at 54.5?C (130?F) for 1 year (12 months). At 3-month intervals, Det 3, WR-ALC will draw samples for thermal stability testing (see 4.5.2.1 of MIL-DTL-25524E). At the conclusion of the 12-month storage stability test, Det 3, WR-ALC will subject the fuel to all test requirements of table I of MIL-DTL-25524E. If the sample fails any of the 3-month thermal stability tests or 12-month specification tests, the fuel shall be re-sampled and retested to validate the initial results. Failure of the thermal stability test at any of the 3-month intervals or failure of any of the specification tests performed at the conclusion of the 12-month storage stability test constitutes a failure of the storage stability test and renders the sample submitter as ineligible for contract award. This solicitation will be available via the World Wide Web (WWW) on approximately 1 October 2006 at the Defense Energy Support Center (DESC) home page (htt;://www.desc.dla.mil) and/or the Federal Business Opportunities home page at www.fedbizopps.gov, at which time, further details of offer submission will be provided. Anticipated Contract Award date: 01 February 2007. Ordering period will be Date of Award through 31 March 2009 (delivery to commence 1 April 2007) with three (3) one-year option periods: First option year 1 April 2009 through 31 March 2010, second option year 1 April 2010 ? 31 March 2011, and third option year 1 April 2011 through 31 March 2012.
