Description
The USDA, Agricultural Research Service (ARS), Microbial Biophysics and Residue Chemistry Unit is seeking to purchase a Real-Time PCR Thermocycler. USDA requires a Real-Time PCR Thermocycler to develop methods for specific, sensitive and rapid detection of foodborne pathogens. Nucleic acid-based detection via the polymerase chain reaction (PCR) is the most rapidly growing method for the detection of foodborne pathogenic bacteria. Real-time PCR (RT-PCR) allows the rapid detection of nucleic acid targets and multicolor RT-PCR. Thermocyclers allow the detection of multiple pathogens from a single sample. The Real-Time PCR Thermocycler is to be furnished and delivered (F.O.B. Destination within Consignee=s Premises) to the USDA, ARS, Eastern Regional Research Center located in Wyndmoor, Pennsylvania; in accordance with the terms, conditions, and specifications contained in this document. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (current as of FAC 2005-5), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. The NAICS is 334516. The Solicitation number 106-035, is issued as a Request For Quotation (RFQ). SCHEDULE OF ITEMS - Furnish and deliver, F.O.B. Destination a Real-Time PCR Thermocycler. The instrument must meet the following minimum specifications: 1) The instrument must be licensed for PCR; 2) The instrument must be capable of multicolor real-time PCR. Five-color detection is required to allow the analysis of 4 nucleic-acid targets (one color/target) in a single sample while reserving the fifth color for an internal control; 3) The instrument must be capable of multiple sample formats: 0.2 ml tubes for assay development , 96-well format plates for high throughput analysis, and 8 or 12 well strips for smaller numbers of samples; 4) The instrument must be capable of operating in a gradient mode. This feature allows for flexibility in PCR method development by allowing the formation temperature gradient across the heating block; 5) The instrument must interface with a Windows 2000 or Window XP PC loaded with software to allow programming of PCR parameters and RT-PCR data analyses. The software must perform melt curve analysis as well as qualitative and quantitative data analysis via endpoint and cycle threshold analysis. The software must display amplification results in real-time (i.e., after each cycle) and save the results after each repeat to minimize data loss due to a power failure. The purchase of a multicolor RT-PCR thermocycler will allow MBRC scientists to develop rapid, sensitive, and specific assays for the simultaneous detection of 2 or more pathogens from a single food sample. Companies with the demonstrated capability of providing this equipment must submit a descriptive statement, including descriptive literature, specifically addressing the equipment=s component=s and availability. The statement and literature must be submitted to the Contracting Office Address at the day and time specified in the synopsis. This is not a request for proposal. No solicitation is available. The items to be furnished shall be labeled with the purchase order number and delivered, all transportation charges paid by the Contractor in accordance with the F.O.B. Destination Clause to USDA, ARS, Eastern Regional Research Center. DOCUMENTATION: The Contractor shall provide operations, repair, maintenance manuals, and service instructions submitted upon delivery of the equipment. WARRANTY: The Contractor shall provide the warranty for this equipment with their offer. ADDITIONAL QUOTATION INFORMATION: The provision at 52-212-1, Instruction to Offerors - Commercial Items (Jan 2005), applies to this acquisition.
