Description
Sources Sought. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to acquire services for the revision of U.S. Virgin Islands (USVI) Fishing Regulations to determine the manner in which fishing efforts may be limited or reduced in USVI waters. The current USVI commercial licensing system will be revised to address the definition of full-time versus part-time fisher, and the restrictions to be placed on each category. Services shall be performed in three distinct phases: 1. review and revision of existing commercial fishing regulations with the local Fisheries Advisory Committees; 2. public review and comment and presentation to appropriate local agencies and incorporation of suggested changes and, 3. comments in a final draft of the regulations. Services shall be completed by September 30, 2006. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. The only known source is the Department of Planning and Natural Resources (DPNR), St. Thomas, Virgin Islands. Activities such as fishing in territorial lands and waters of the USVI must be approved by and conducted in accordance with the regulations of the Government of USVI as enforced and implemented by DPNR. The Commissioner of the DPNR is responsible for developing, approving and implementing regulations pertinent to the protection of natural resources in USVI, including those pertaining to the management and the protection of fishery resources. DPNR has the personnel and ability to perform work necessary for this project. Accordingly, the use of USVI DPNR, specifically the Division of Fish and Wildlife, as an intermediary is the only mechanism available to NMFS to accomplish this project. USVI DPNR is a state agency. Its mission is to protect, maintain and manage the natural and cultural resources of the Virgin Islands. The Department administers and enforces all laws pertaining to the preservation of fish and wildlife, vegetation and water resources. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice or issue a contract to the DPNR, whichever is determined to be more advantageous to the Government without further notice. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. Responses must include the contractor?s name, and contact information, and information indicating capability to perform the services described herein, under the authority of the USVI DPNR. Any response that does not include this information will not be considered. All responses must be in writing and may be faxed to (816) 426-5067, attn: Jackie Shewmaker. This action is not set-aside for small business. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR).
