Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 05-822-4671 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 334119 with a small business size standard of 1,000 employees. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Thursday, August 18, 2005 at 14:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Gaithersburg, MD 20899 The National Institute of Standards & Technology requires the following items, MEET OR EXCEED, to the following: LI 001, Dynamic modeling, simulation and analysis software for machining processes including the following modules and capabilities: Machining simulation module - capable of simulating milling, turning and boring processes by predicting: - cutting forces in three orthogonal directions - vibrations of the cutting tool in at least two directions in time and frequency domains - surface finish caused by static and dynamic tool deflections - stability lobes of the machine/process (i.e. chatter free depth of cut and spindle speeds) - temperature distribution on the cutting tool/chip interface - maximum temperature on the rake face of a cutting tool as a function of time of cutting Such software module should be capable of: - generating 3-D chatter stability diagrams for variety of cutting tool shapes including ball end mills, variable pitch cutters, serrated cutters with non-uniform pitch and helix angles, and indexable cutters - incorporating experimental modal analysis of the cutting tool/spindle system - handling variety of user provided cutting force coefficients and other material data Frequency Response Function module capable of generating experimental acceleration, displacement and force based frequency response function (FRF) of cutting tool / spindle / machine tool system with automatic de-trending, anti-aliasing and auto-ranging functions. Such software should be able to display power spectrum, coherence, magnitude-phase and real-imaginary parts of FRF. Modal analysis module capable of generating experimental modal analysis at the cutting tool tip predicting - natural frequency, damping ratio, and stiffness of each mode from the FRF measurements at the cutting tool tip - mode shapes of the structure Such software should be capable of - 1D and 2D modal analysis - carrying out receptance coupling of measured parameters and calculated parameters - accepting multiple file formats for FRF measurement results Data Acquisition module - capable of collecting up to eight channels of real-time data and interfacing with the rest of the modeling and simulation system providing user friendly zooming, cursor control and panning functions. Such software should also provide capabilities for analysis of captured data such as spectrum analysis and fast fourier transforms. Spindle analysis module - based on user defined dimensions, bearing types and other caharacteristics of machine tool spindles, capable of calculating static deformations, damped and undamped mode shapres and frequency response functions at any user selected locations. The software should be able to predict spindle dynamics under specified preloads, as well as bearing loads, spindle deflections and bearing contact angles under specified cutting conditions., 1, EA; For this solicitation, National Institute of Standards & Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. National Institute of Standards & Technology is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
