Description
The U.S. Department of Education, Office of the Secretary, intends to award a purchase order to purchase pavilion space at the National Black Family Reunion Celebration, a two-day event that is recognized as the largest, most significant family event in the nation. The event is organized and managed by the National Council of Negro Women, Inc and will be held on the National Mall in Washington, DC on September 10-11, 2005. The Education pavilion will highlight the value of education and the significance of achieving academic excellence. Topics may include the high cost of illiteracy, the role of parents in their child's education, supporting excellence in teaching and the importance of lifelong learning. This award will include: one 60' X 60' themed pavilion/exhibit space (including tables, chairs, electricity, stage and sound); access to more than 500,000 African American parents, youth and influencers over two days; Logo, name and URL link on the National Council of Negro Women, Inc. website; Logo placement or mention in promotional materials (press releases, print advertisement, and radio spots) and weekend program; and prominently displayed signage at sponsored events. This purchase order is intended as a sole source award to the National Council of Negro Women, Inc., 633 Pennsylvania Avenue, NW, Washington, DC 20004. This will be the 20th Anniversary of the Annual Black Family Reunion Celebration and the National Council of Negro Women, Inc. has extensive knowledge and specific experience in organizing, coordinating and managing this event and the related tasks. Award will be based on experience performing similar work and price. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability by responding to the requirement or submitting proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quotation that, if timely received, shall be considered by the agency.
