Description
This is the Amendment(1) to the original notice REF# 68587 to add the following statements,This requirement will be performed under simplied acquisition procedures and to add an additonal statement, The individual providing coaching services are preferred to have experience in either healthcare or federal agencies. The National Institutes of Health (NIH) Clinical Center is a 234-bed research hospital. The mission of the NIH Clinical Center is to serve as the nation's premier research hospital for conducting clinical research to improve the health of human kind. It also serves as a national resource for clinical research by developing diagnostic and therapeutic interventions, training clinical researchers in the safe, efficient and ethical conduct of clinical research care. The Clinical Center supports nearly 50% of all NIH funded general research center beds in the nation, as well as over 25% of outpatient visits. In supporting approximately 1200 active clinical protocols, the Clinical Center admits patients from around the country and the world to participate in experimental treatments and studies. There are over 5,000 NIH employees who work in the Clinical Center on any given day and over 2500 of them are directly employed by the Clinical Center. The Office of Organizational Development and Planning is responsible for organizational-wide education initiatives as well as identification and support of workforce development. This coaching pilot will be part of a larger competency-based management development program being developed. The Chief of the Office of Organizational Development and Planning at the NIH Clinical Center is seeking the services of external certified coaches to collaborate with the Office in a pilot for the delivery of coaching services to mid-level and executive managers for strengthening their management and leadership skills. The Clinical Center values all aspects of diversity and seeks a pool of coaches able to leverage the differences of all our mid and senior level leaders. Coaches selected for this pilot will be expected to attend a one day orientation about the Clinical Center, meet every two months for updates and check-ins with the Chief of Organizational Development and Planning. Coaching engagements will be for 6 months, modifiable upon mutual agreement between coach, client, and the ODP. Coaches are expected to: o Meet twice monthly face to face and one on one with clients (3-4 hours/month, total) o Provide accessibility via email and briefly by phone to coaching client as needed o Conduct an assessment of learning needs at the beginning of the coaching engagement, progress checks at mid point and an evaluation of success at the ending point. Supervisors will be included in the initial assessment to provide input into learning objectives and included in the end point evaluation. o Complete a brief Coaching Plan Form at the first stage of the coaching engagement identifying the learning objectives and measures of success. Coaching contracts with the Clinical Center will be effective for one year. The Office of Organizational Development and Planning reserves the right to dismiss a coach in the best interest of the client or the Clinical Center. Coach Criteria: " At least 5 years experience coaching one-on-one at mid and senior executive levels " A coaching philosophy that fosters sustained, holistic learning " Certification through the International Coaching Foundation or an ICF- accredited training program " A good fit with the NIH Clinical Center culture " Experience in gathering data using 360 assessment, observations and interviews to develop coaching learning contracts " Willingness to understand and work within the Clinical Center Coaching Program " Live within the local geographic distance that allows for easy accessibility to be physically present at the Clinical Center for face to face contact with Chief of ODP as well as clients Submit 2-3 page Coaching Biography using the following format: " Section 1: Professional Credentials o Include education, training, certifications as well as dates completed o Include certifications in assessment instruments ( e.g. 360, MBTI, etc) " Section 2: Coaching Experience o Describe coaching philosophy and approach o Identify levels at which you have coached o Identify 1-5 major areas that utilize your professional expertise( e.g. people development, creating and communicating a strategic vision, building teams, relationship management with peers, superiors, direct reports, etc) " Section 3: Industry Experience o Describe experience with the federal government, healthcare, and as a manager yourself o Describe a coaching experience that demonstrates how you have coached someone on any of your major areas of expertise and achieved results " Section 4: References Provide contact information for three past or current coaching clients who we may phone or email. One of these individuals should be a person who manages a coaching program for his/her organization. " Section 5: Cost for coaching services/charge per hour Selection Process: 1) Submission of Coaching Biography by coaches 2) Review of Coach Biography by Pilot Coaching Program Committee 3) Individual interviews of coaches via phone by Committee member 4) Phone interview with coaches' references from past or current coaching clients 5) Committee selection decision 6) ODP contact to coaches regarding selection To respond to this solicitation, please send one (1) original and (5) copies of the requested materials to Ms. India Payne at 9000 Rockville Pike, Bethesda, Maryland 20892 bldg. 10 room 2c525 not later than 10:00am on 9/01/2005.
