Description
In accordance with simplified acquisition procedures The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP), Cancer Statistics Branch (CSB) intends to procure on a sole-source basis with Artificial Intelligence in Medicine, Inc., 2 Berkeley Street, Suite 403, Toronto, Ontario, Canada to develop a program in Electronic Pathology (E-Path) to measure coding accuracy. SRP procured the E-Path software and licenses from Artificial Intelligence in Medicine (AIM) under purchase order 263-MQ-320585. E-Path is an automated software application for coding cancer morphology and topography in pathology reports. It is a key component of the system used to identify and categorize reports in the SEER's Central Cancer Registries. To date, no assessment has been made of the ability of the system to correctly identify the codes under which a report is actually registered. AIM will establish a method to efficiently determine coding performance in the automated coding systems. The data is to be derived from all reports as well as for subsets. The subsets pertain to specific cancer sites or morphologies and their combinations. Coding accuracy will be calculated for sensitivity and specificity to measure overall performance, identify subsets of reports in which accuracy is low and unreliable, and also high which would be relied upon to eliminate the need for operator review. Thus the coding accuracy measuring system would be able to isolate subsets of reports in order to determine performance for that subset. Artificial Intelligence in Medicine is the only known source to the NCI Researcher who can create this program. AIM is the sole provider of E-Path this is a program that will run in E-Path which is proprietary software they developed by AIM which is used by the SEER Cancer Registries. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on August 30, 2005. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Debbie Moore at dm170b@nih.gov or faxed (301) 402-4513. It is the vendor?s responsibility to call (301) 402-4509 and verify that questions were received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA) in order to receive an award. Please refer to http://orca.bpn.gov in order to register. In addition, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov. No collect calls will be accepted.
