Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to the Race Against Drugs, 3132 S. Ridgewood Ave., South Daytona, FL 32119. The anticipated date of award is September 8, 2005. The contractor are responsible for but not limited to the following: The contractor shall undertake the following interrelated activities with regard to the NREPP process and two other activities to increase SAMHSA?s material dissemination and outreach support efforts through at motor sports events. An objective analysis of all previously-collected data on the ?Stay on Track? curriculum. A summary report of evaluation findings; develop a marketing and materials distribution plan for SAMHSA to increase visibility and awareness of drug prevention messages and materials at national motor sports events. Provide educational and awareness activities, including the distribution of SAMHSA materials at ten motor sports events in FY 2006 per the approved marketing and distribution plan. An objective of all previously-collected data on the ?Stay On Track? curriculum. A summary report of evaluation findings. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.205-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
